A B767 WAS DISPATCHED FROM A MAINT STATION IN NON COMPLIANCE WITH THE CABIN ATTENDANT JUMP SEAT AT DOOR 1L INOP AND TAPED UPRIGHT IN CONFLICT WITH THE MEL REQUIREMENTS.

Narrative

REVIEW OF DEFERRED ITEM LIST DEFERRAL ITEMS IN FLT PLANNING DID NOT SHOW CURRENT INBOUND OPEN LOGBOOK RPTS. UPON ARR AT ACFT; MAINT WAS IN COCKPIT WORKING ON CTR INERTIAL REF UNIT OUT OF LIMITS. HAD TO HELP MAINT DUE TO LACK OF KNOWLEDGE ON INERTIAL REF UNIT UPDATING. WE DID NOT HAVE ACCESS TO LOGBOOK. LOGBOOK BROUGHT TO ACFT PRIOR TO PUSHBACK WITH NO CURRENT MAINT RELEASE. MAINT DID NOT DO A LOGBOOK REVIEW TO FIND THAT JUMP SEAT 1L WAS INOP DUE TO BROKEN SPRING. WAITED LONG TIME FOR MAINT RELEASE DOCUMENT AND IMMEDIATELY PUSHED BACK BECAUSE WE WERE 1 HR LATE. DURING ENG START PURSER INFORMED US THAT SHE WOULD BE SITTING IN SEAT 1B BECAUSE HER JUMP SEAT WAS TAPED UP AND INOP/ INFLT WE WERE INFORMED BY MAINT SEAT THAT THE JUMP SEAT WAS NOT DEFERRABLE. MAINT DEFERRED A COUPLE OF ITEMS DUE TO TIME AS THE INERTIAL REF UNIT PROB TOOK UP ALL THEIR TIME. THE MEL ITEM 190CT DF0765 PLACARD INFO IS RATHER GENERIC AND DOES NOT MENTION WHICH SEATS ARE DEFERRABLE AND WHICH SEATS ARE NOT. THIS INFO IS ON THE MAINT WORK CARD. PLACARD INFO READS 'NON REQUIRED FLT ATTENDANT SEAT(S) INOP. AFFECTED SEAT POS MUST NOT BE OCCUPIED. ADVISE FLT ATTENDANT OF SEAT RESTR AND USE ALT PROCS IN INFLT HANDBOOK.' SO A REVIEW OF THE LOGBOOK IN A TIMELY MANNER AND A DISCUSSION WITH THE PURSER ON THE CONSEQUENCES OF NOT BEING IN HER JUMP SEAT PLUS A MORE EXPLICIT PLACARD INFO.
