C650 CREW HAD ALT AND TRACK DEV DEPARTING CVG CLASS B.
I RECEIVED OUR DEP CLRNC. IT WAS A STANDARD CLRNC; 'AS FILED MAINTAIN 2500 FT; 280 DEGS/10 MINS; ETC. IT DIDN'T CONTAIN ANY REF TO A SID. I ASKED CLRNC ABOUT ANY EXPECTED VECTORS I MIGHT EXPECT. THEY SAID DEP WILL HAVE THEM. I REVIEWED BOTH SIDS THAT COULD HAVE APPLIED TO US AND THE CLRNC RECEIVED WAS BASICALLY WHAT WAS ON THEM; WHICH WAS FLY RWY HEADING TO 2500 FT THENCE. I DIDN'T RELAY THIS TO THE CAPT AS I DIDN'T THINK I NEEDED TO. HE DIDN'T ASK FOR ANY INPUT. HE LOOKED AT THE OBSTACLE DEP PROC ON THE ARPT DIAGRAM AND STATED WE CLB TO 2500 FT AND TURN L TO 090 DEGS. I HADN'T REVIEWED IT SO I DIDN'T QUESTION HIM; EVEN THOUGH THIS DIDN'T SOUND RIGHT TO ME. AS WE TAXIED OUT FOR TKOF; I MISSED OUR TKOF CLRNC BECAUSE I WAS CONCENTRATING ON TAXIING ON UNLIGHTED TXWYS. I ASKED HIM WHAT THE CLRNC WAS AND HE STATED 2500 FT L 090 DEGS . THIS DIDN'T SOUND RIGHT TO ME SO I ASKED HIM TO CONFIRM THIS WITH THE TWR. HE DIDN'T. WE WERE CLRED FOR TKOF SO I DID. THE TWR HANDED US OVER TO DEP. I DON'T RECALL HEARING THE ALT ALERTER OR THE CAPT CALLING OUT 1000 FT TO GO. HE SAID L 090 DEGS. I ASKED HIM AGAIN TO CONFIRM THIS WITH ATC. HE SAID TURN L 090 DEGS. I STARTED THE L TURN TO 090 DEGS. AT THIS POINT WE NOTED EXCESSIVE ALT ABOVE OUR ASSIGNED ALT. I HAD STARTED THE TURN SO I REDUCED PWR AND DSNDED TO OUR ASSIGNED ALT. NO ABRUPT MANEUVERS WERE PERFORMED OR ACFT LIMITS EXCEEDED. THE CAPT RPTED TO DEP WE WERE IN A L TURN TO 090 DEGS AND LEVELING 2500 FT. ATC CONFIRMED ISSUED A CLRNC TO 4000 FT AND 360 DEG HDG. CONTRIBUTING FACTORS: I HAVE FLOWN WITH THIS CAPT BEFORE AND HAVE HAD VARIOUS PROBS WITH THE WAY HE PERFORMS. I DON'T HAVE CONFIDENCE IN HIS ABILITIES AND SO I QUESTIONED HIM AND LOST MY CONCENTRATION. I HAVE REVIEWED ALL THE CHARTS AND DIAGRAMS PERTAINING TO THIS INCIDENT AND I STILL DON'T KNOW WHERE HE GOT (TURN L TO 090 DEGS). I DON'T RECALL ANY ATC DIRECTIONS TO THIS HEADING. I THINK HE MISREAD DEP PROC FOR ANOTHER RWY THAT STATED RWY HEADING TO 900 FT THEN L TURN TO 2500 FT. CORRECTIVE ACTION: 1) IT WILL HAVE TO COME FROM ME BECAUSE HE DOESN'T THINK HE CONTRIBUTED TO THIS INCIDENT. 2) I WILL BRIEF HIM BOTH VISUALLY; TEXTUALLY ON EVERY ASPECT OF OUR FLT BEFORE WE START ENGS.
