Synopsis

DEICING VEHICLE STRIKES ACFT TAIL CAUSING DAMAGE TO ACFT AND THE VEHICLE AS WELL AS INJURY TO OPERATOR.

Narrative

40 MINS PRIOR TO DEP; FO REQUESTS DEICING FOR ACFT AT GATE. SOP'S ACCOMPLISHED FOR PREPARING ACFT FOR DEICING. DEICING BEGAN AROUND XA15. AT APPROX XA25; WE FELT THE ACFT LURCH TWICE IN ABOUT A 3-SECOND TIME FRAME. I ASKED THE FO TO TAKE A LOOK OUTSIDE AND SEE WHAT HAPPENED. HE IMMEDIATELY RPTED THAT THE HORIZ STABILIZER HAD BEEN STRUCK. I LEFT MY SEAT AND WENT OUT TO THE RAMP AND DISCOVERED THAT THE R OUTBOARD ANTI-FLOAT TAB ON THE HORIZ STABILIZER WAS HANGING FROM STABILIZER. WITH NUMEROUS EMER GND PERSONNEL ALREADY ON THE SCENE; I RETURNED TO THE ACFT AND IMMEDIATELY CALLED DISPATCH TO INFORM THEM OF THE SIT AND SUBSEQUENTLY MADE A PA TO THE PAX INFORMING OF THE SIT AND ASKING THEM TO DEPLANE WITH THE LUGGAGE AND FOLLOW THE GATE AGENT'S INSTRUCTIONS. I BRIEFLY WENT BACK OUT TO THE RAMP TO ASCERTAIN THE CONDITION OF THE DEICER AND AFTER HAVING SPOKEN TO THE FIRE CHIEF/SUPVR HE STATED THAT HE DID NOT APPEAR TO BE SERIOUSLY INJURED. THE CHERRY PICKER APPEARED TO HAVE SUSTAINED SIGNIFICANT DAMAGE.
