PA28 PLT LANDED ON A CLOSED RWY AT EVB.
ON DEC/SAT/01 AT APPROX XA15; I LANDED ON RWY 6 AT EVB. UPON XING THE THRESHOLD; I REALIZED THE RWY WAS CLOSED BUT DECIDED THAT THE SAFEST ACTION WAS TO LAND THE ACFT ON THE DESERTED RWY. AS I APCHED EVB FROM THE W; THE SUN WAS STILL VERY LOW OUT OF THE E AND GREATLY REDUCED MY VISIBILITY AND MADE IT UNABLE FOR ME TO SEE THE RWY CLOSURE MARKINGS UNTIL ONLY FT BEFORE TOUCHDOWN. I COULD TELL THERE WAS NO TFC OR OBSTRUCTIONS ON THE RWY; BUT COULD NOT SEE THE MARKINGS. WHILE ON FINAL; APPROX 5 MI; I HEARD ANOTHER ACFT STATE HIS INTENTIONS TO LAND ON RWY 6 AS WELL. HE INDICATED THAT HE WOULD BE ARRIVING FROM THE S. WHILE ON SHORT FINAL; APPROX 1 MI; I HEARD THE OTHER ACFT ANNOUNCE INTENTIONS FOR LNDG ON RWY 24 INSTEAD OF RWY 6. THEN WHILE LESS THAN 1/2 MI FROM THE THRESHOLD; I HEARD THE ACFT ANNOUNCE INTENTIONS TO LAND ON RWY 15. I HAD NO IDEA OF THE ACFT'S LOCATION NOR HIS TRUE INTENTIONS AT THIS TIME. ALMOST SIMULTANEOUSLY WITH THE LAST XMISSION FROM THE OTHER ACFT; I NOTICED THE RWY CLOSURE MARKINGS. AS PREVIOUSLY STATED I COULD SEE NO MOVEMENT NOR ACTIVITY ON RWY 6 AND DECIDED THE SAFEST COURSE OF ACTION WAS TO LAND ON RWY 6. NOT KNOWING THE LOCATION OF THE OTHER ACFT AND THE FACT THAT THE ORIENTATION OF THE SUN MADE LOOKING FOR TFC NEARLY IMPOSSIBLE; I FELT THAT A GAR PRESENTED A GREATER DANGER THAN CONTINUING WITH THE LNDG. I FAILED TO NOTICE THE NOTAM FOR THE CLOSURE OF RWY 6 DURING MY PREFLT PLANNING; OTHERWISE; I NEVER WOULD HAVE ENTERED THE PATTERN FOR RWY 6.
