Synopsis

A B737-700 WAS DISPATCHED IN NON COMPLIANCE WITH AN OPEN LOGBOOK RPT NOT ANSWERED OR DEFERRED.

Narrative

AUG/SUN/01 I TOOK A CALL FROM THE CREW TERMINATING XXXX. AS BEST THAT I CAN REMEMBER; THE CREW RPTED THE PARKING BRAKE LIGHT WAS INTERMITTENTLY ILLUMINATING WITH THE PARKING BRAKE SET; ALONG WITH THE ANTISKID INOP LIGHT ILLUMINATING. WITH THE PARKING BRAKE RELEASED THE PARKING BRAKE LIGHT WOULD STAY OFF AND THE ANTISKID LIGHT WOULD GO OFF. I BELIEVE THAT MY MAIN CONCERN; ALONG WITH THE CREW; WAS THE STATUS OF THE ANTISKID SYS. I MUST HAVE ASKED THE CREW TO ENTER; IN THE OPEN LOGBOOK DISCREPANCY; THE FLT DECK EFFECT OF THE ANTISKID INOP LIGHT OP. I MUST HAVE THOUGHT THAT THE PARKING BRAKE LIGHT; INTERMITTENTLY ILLUMINATING WITH THE PARKING BRAKE SET; AND THE MEL 32-4 WOULD BE SELF-EXPLANATORY IF ALL SPECIAL PROCS WERE COMPLIED WITH BY CONTRACT MAINT AND PASSED. ZZZ CONTRACT MAINT WAS CALLED BUT NOT READILY AVAILABLE TO PERFORM THE MEL 32-4 SPECIAL PROC THAT VERIFIES THE OP OF THE PARKING BRAKE VALVE; THE PARKING BRAKE VALVE LIGHT AND THE ANTISKID INOP LIGHT. THE ACFT WAS PWRED DOWN FOR THE NIGHT. CONTRACT MAINT WAS AVAILABLE TO PERFORM THE MEL 32-4 SPECIAL PROC JUST AFTER XA00. THE CONTRACT MECH VERIFIED THAT THE PARKING BRAKE OPERATED AND THAT THE PARKING BRAKE LIGHT AND THE ANTISKID INOP LIGHT WENT OFF WITH THE PARKING BRAKE RELEASED. WITH MY FOCUS BEING ON THE ANTISKID SYS; I INSTRUCTED THE CONTRACT MECH ON THE PROPER METHOD TO MEL THE PARKING BRAKE LIGHT WITH THE SPECIAL PROC AND TRACKING NUMBER. THE PARKING BRAKE VALVE WAS CHANGED DURING THE FLT DAY OF AUG/MON/01 WITHOUT ANY INCIDENT. THE ATTN TO XXXX MEL 32-4 ON AUG/MON/01 I BELIEVE OCCURRED BECAUSE OF MY FOCUS ON THE ANTISKID SYS. I FAILED TO HAVE THE INTERMITTENT OP OF THE PARKING BRAKE LIGHT LOGGED.
