A CL601 CPR JET FLC HAS DIFFICULTY IN CONTACTING COMRDO FOR ATC COORD TO ENTER THE ADIZ NEAR BESAT INTXN.

Narrative

DEPARTED UHPP WITH CLRNC TO PANC AT XA32Z. APPROX 80 NM PRIOR TO THE FIR AND ALASKA ADIZ; I ATTEMPTED CONTACT WITH SAN FRANCISCO ON HF PRIMARY 132.73 AND SECONDARY 179.46 FREQS. NO CONTACT ESTABLISHED AND I TRIED ADDITIONAL FREQS GIVEN FOR SAN FRANCISCO FROM THE CHART. NO CONTACT MADE. AT BESAT; POS RPT GIVEN TO PETROPAVLOSK THEN REATTEMPTED CONTACT WITH SAN FRANCISCO. AT THIS POINT; I HAD TRIED ALL OF THE FREQS GIVEN FOR SAN FRANCISCO. TOKYO CALLED ME AND GAVE ME A FREQ; ACTUALLY ONE I BELIEVE I HAD TRIED PREVIOUSLY; AND I SUCCESSFULLY MADE CONTACT. I GAVE MY POS INFO TO THE RADIO OPERATOR AND REQUESTED FL370. SEVERAL MINS LATER WE WERE CLRED TO FL370. LATER; ZAN QUERIED US TO DETERMINE AT WHAT POINT PRIOR TO BESAT WE HAD ATTEMPTED TO ESTABLISH CONTACT WITH SAN FRANCISCO. WE GAVE A SUMMATION OF THE EVENTS WHICH TRANSPIRED PRIOR TO ESTABLISHING CONTACT WITH SAN FRANCISCO. LATER; I QUERIED ZAN OF THE NATURE OF HIS INQUIRY. HE INFORMED US WE HAD PENETRATED THE ALASKA ADIZ WITHOUT RADIO COM ESTABLISHED. ADDITIONALLY; HE OFFERED THAT SINCE SEP/TUE/01 OUR MIL IS MORE SENSITIVE TO ACFT APCHING UNITED STATES ADIZ; AND THAT IT WAS PROBABLY NOT A PROB FOR US. LATER; ZAN ATTEMPTED TO VERIFY THE IDENT OF THE CAPT BY ASKING FOR MY NAME. PRESENTLY; I AM TRYING TO DETERMINE WITH CERTAINTY WHAT PROC SHOULD HAVE BEEN FOLLOWED. I HAVE DISCUSSED THIS SIT WITH OUR DIRECTOR OF AVIATION SVCS; OUR CHIEF PLT; AND MR X. MR X TEACHES INTL OPS AND IS PRETTY MUCH THE MOST KNOWLEDGEABLE PERSON I KNOW ON INTL PROCS. TO PREVENT A RECURRENCE; I WILL CONTACT ZAN BY PHONE BEFORE I DEPART THE UNITED STATES AND DETERMINE WHAT THEY EXPECT ME TO DO IF I HAVE NOT YET ESTABLISHED RADIO CONTACT; BEFORE THE BOUNDARY. I WILL TREAT THE SIT AS LOST COM; SQUAWK 7600 AND CLB TO THE ALT FILED FOR AT THE BOUNDARY. I WILL ATTEMPT AN AIR-TO-AIR RELAY THROUGH VHF AND/OR HF.
