B757 FLC CHALLENGES D10 FOR CHANGE IN RWY ASSIGNMENT DUE TO WINDS.

Narrative

WITH DFW WINDS FOR THE PAST 2 HRS SHOWING 180 DEGS AT 22 KTS GUSTING TO 32 KTS; I ADVISED MY FO TO INFORM APCH ON INITIAL CONTACT TO REQUEST RWY 18R. IN NORMAL CONDITIONS; UKW ARRS LAND ON RWY 13R WITH A S FLOW; BUT THE WINDS OVERRODE THAT CONSIDERATION WITH THE EXISTENCE OF A S RWY. THE CTLR WAS RELUCTANT TO HONOR OUR REQUEST AND ASKED THE REASON FOR IT. I REPLIED THAT IT WAS DUE TO OPERATIONAL CONSIDERATION DUE TO EXISTING SURFACE WINDS. HE REPLIED HIS WINDS WERE 170 DEGS AT 13 KTS AND ASKED IF THAT WAS SOMETHING I WAS UNABLE TO HANDLE. I TOLD HIM THE ATIS WINDS AND ONCE AGAIN REQUESTED RWY 18R. HE IMMEDIATELY SLOWED US TO 200 KTS. WE WERE SUBSEQUENTLY VECTORED TO RWY 18R WHERE THE TWR CONTINUED TO RPT WINDS 180 DEGS AT 25 KTS GUSTING TO 32 KTS. I AM CONCERNED THAT THE CTLR CONSIDERED HIS FLOW MORE IMPORTANT THAN MY DECISION TO UTILIZE A MORE LOGICAL RWY. HE THEN SEEMED TO TRY TO INTIMIDATE ME BY GIVING ME WINDS THAT WERE NOT RPTED ANYWHERE ELSE THROUGHOUT THE ARR AND WHEN I DID NOT RETREAT; THE REDUCTION TO 200 KTS SEEMED PUNITIVE IN NATURE. PIC DECISIONS TAKE PRIORITY OVER FLOW AND EASE OF OP. THIS CTLR MAY NEED TO BE REMINDED OF THIS FACT AND THAT WE ARE ALL ON THE SAME TEAM.
