Synopsis

ON A VISUAL PRACTICE ILS APCH TO A CLASS G ARPT WITH TWR AUTH; AN ACFT HAS A CONFLICT WITH ANOTHER ACFT ON THE SAME APCH THAT HAD A TRACON CLRNC FOR THE SAME APCH.

Narrative

VISIBILITY WAS LOW AND CEILING WAS RPTED AT FTW AT 1400 FT OVCST; VISIBILITY 3 MI IN MIST. FWS WAS OBSERVED TO BE BROKEN 2000 FT; VISIBILITY 5 MI IN HAZE. I CALLED THE TWR ON THE PHONE TO QUERY THE AIRSPACE CLASS AT FWS AND WAS TOLD IT WAS CLASS G WHEN TWR WAS IN OR OUT OF OP. WITH THIS INFO I DECIDED IT WAS LEGAL TO DO A SERIES OF VFR TOUCH-AND-GOES IN THE PATTERN. AFTER A SERIES OF 3 OR 4 LNDGS; I NOTICED THERE WAS NO CLOUDS AND 3-5 MI VISIBILITY. I CONTACTED THE TWR AND REQUESTED TO TRACK THE LOC OUTBOUND AND DO A 'PRACTICE' 90 DEG/270 DEG PROC TURN AND TRACK THE ILS INBOUND. THIS WAS APPROVED BY THE TWR. I WAS TOLD TO REMAIN VFR AND RPT THE MARKER INBOUND. TWR CALLED TO RPT A BONANZA 10 MI S CLRED FOR THE ILS. I WAS 1 MI S OF THE OM INBOUND; ILS RWY 35L APCH. I WAS ESTABLISHED AND CALLED THE MARKER AND WAS CLRED FOR 'THE OPTION.' THE BONANZA'S PLT TOLD THE TWR HE NEARLY HIT ME (1/2 MI). TWR SAID ON THE PHONE THAT APCH CTL BROKE OFF THE BONANZA'S APCH. I SHOULD HAVE BEEN MONITORING APCH CTL; LOOKING BACK AT THE SIT AND IT COULD HAVE BEEN AVOIDED.
