Synopsis

A CANADAIR CL65 WAS RPTED TO REQUIRE AN ABNORMAL FORCE ON THE FO'S PITCH CTL. CAUSED BY AN ELEVATOR CTL CABLE DISPLACED.

Narrative

ACFT WAS BROUGHT INTO ZZZ1 WITH AN ABNORMAL FORCE REQUIRED TO INITIATE PITCH CHANGE. UPON TAKING OVER THIS ACFT; IT WAS DETERMINED THAT THE FO'S SIDE ELEVATOR CTL CABLE HAD BEEN 'PUSHED' INTO A POS SUCH THAT IT WAS BINDING UP ON A BULKHEAD. THE CABLE WAS FRAYED. ZZZ2 MAINT DETERMINED THAT IT WAS OK FOR REVENUE FLT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE INBOUND CREW NOTED AN ABNORMAL ELEVATOR 'GLITCH' OR 'SNAG' IN THE FO'S PITCH CTL AND ON TESTING THE CTL 'MYSELF' IT WAS ALSO NOTED. THE RPTR SAID MAINT FOUND 1 PITCH CTL CABLE DISPLACED FROM A PULLEY NEAR THE AFT BULKHEAD. THE RPTR STATED THE CABLE HAD BEEN RUBBING ON THE PULLEY BRACKET BUT THE WEAR WAS FOUND WITHIN MAINT MANUAL LIMITS WITH NO FRAYING. THE RPTR SAID A DIGITAL PHOTOGRAPH WAS TAKEN AND SENT TO MAINT CLT WHERE IT WAS DETERMINED NO FURTHER ACTION WAS REQUIRED. THE RPTR SAID MAINT BELIEVES AN FDR LOCATED AT OR NEAR THE AFT BULKHEAD WAS REPLACED RECENTLY AND DURING THE REPLACEMENT ACTION THE CABLE WAS DISPLACED.
