Synopsis

A FOKKER 100 WAS DISPATCHED IN NON COMPLIANCE WITH THE ANTISKID SYS IMPROPERLY DEFERRED AS INOP. RESULTED IN NO REVERSING OR LIFT DUMPERS ON LNDG.

Narrative

THIS FLT WAS SCHEDULED TO DEPART ZZZ AT XA03 BUT WAS DELAYED DUE TO AN ANTISKID FAULT DETECTED WHILE PREFLTING OF THE ACFT. MAINT FOUND THE FAULT AND DEACTIVATED AND PLACARDED THE ANTISKID SYS. REVIEWING THE MEL; WE WERE REQUIRED TO MAKE V1 SPD REDUCTIONS; TKOF WT AND LNDG WT CORRECTIONS. WITH ALL THE MAINT COMPLETED; WE PUSHED BACK AND DEPARTED ZZZ FOR ZZZ1 APPROX 30 MINS LATE. APCHING ORD; WE WERE ASSIGNED RWY 9R. WE BRIEFED FOR THAT APCH. ALL CHKLISTS COMPLETED; WE DISCUSSED THE INOP ANTISKID SYS AND CONCURRED THAT WE WOULD HAVE THRUST REVERSERS AS WELL AS LIFT DUMPERS ON LNDG. WINDS WERE APPROX 010 DEGS; 11 KTS; AND THE TOUCHDOWN WAS ON THE L MAIN FIRST -- AND SMOOTH. THRUST REVERSERS WERE ACTIVATED; BUT NEITHER DEPLOYED -- AS WELL WITH THE LIFT DUMPERS. AT APPLICATION OF BRAKES; I FELT A VIBRATION THROUGHOUT THE ACFT THAT I HAD ASSUMED WAS A BLOWN TIRE. THE AIRPLANE STAYED PRIMARILY ON CTRLINE UNTIL IT SKIDDED R OF CNE AND STOPPED. CAPT WAS THE PF AT THIS TIME. AFTER LNDG; IT WAS NOTED THAT ALL MAIN LNDG GEAR HAD BLOWN TIRES.
