B767-300 CREW WAS INFORMED BY THE EGGX OCEANIC CLRNC DELIVERY CTLR THAT THEY HAD NOT GIVEN TIMELY NOTICE OF OCEANIC CLRNC REQUEST.

Narrative

LATE REQUEST OF OCEANIC CLRNC. AT EXACTLY XA00Z; I BEGAN TO TYPE OUR OCEANIC RTE CLRNC INTO THE FMC/ACARS IN ACCORDANCE WITH THE FLT DOCUMENT FOLDER. THE CAPT AND I DISCUSSED THE ETA FOR A FEW MINS. WE WERE DISTR FROM THIS PROCESS AS THE FLT ATTENDANTS BROUGHT OUR CREW MEALS TO THE COCKPIT. I AM NOT EXACTLY SURE WHEN I SENT THE POS RPT; BUT THE ACARS PAPERWORK SHOWS XXXX RCL XA13Z. SHORTLY THEREAFTER; WE RECEIVED AN ACARS MESSAGE TO 'CONTACT SHANWICK BY VOICE XA14Z. I MONITORED ATC WHILE THE CAPT CONTACTED SHANWICK ON FREQ 135.52. THE SHANWICK CTLR INFORMED THE CAPT THAT THE CLRNC REQUEST WAS LATE AND TO STAND BY. A FEW MINS LATER; THE CTLR ISSUED US OUR OCEANIC CLRNC AND ALSO INDICATED THAT HE WOULD INFORM THE COMPANY THAT WE WERE LATE WITH OUR REQUEST. SUPPLEMENTAL INFO FROM ACN 549061: ACCORDING TO SHANWICK; WE'D BEEN 3 MINS LATE REQUESTING OUR OCEANIC CLRNC AND THEY WERE GOING TO BE CALLING COMPANY ABOUT IT. CALLBACK CONVERSATION WITH RPTR ACN 548365 REVEALED THE FOLLOWING INFO: ANALYST HAD AN EXTENSIVE CALLBACK WITH A MGR OF ATC OCEANIC CTL AT SHANWICK SCOTTISH CTL. THE MGR INDICATED THE ADVANCED TIME IS LISTED IN THE PUB 'UK AIR PLT' WHICH IS THE BRITISH EQUIVALENT OF THE AIM. IT IS NOT A REQUIREMENT; BUT A RECOMMENDATION THAT AIR CREWS GIVE EGGX 40-90 MINS NOTICE OF OCEANIC CLRNC REQUEST. THIS IS TO GIVE EGGX ADEQUATE TIME TO GET THE ACFT IN A PROPER QUEUE FOR MOST EFFICIENT OCEANIC XING. ANALYST ALSO DISCUSSED THE INCIDENT WITH THE FLT DISPATCH INTL OPS MGR AT A MAJOR UNITED STATES ACR THAT OPERATES ATLANTIC FLTS. THIS ACR KNEW NOTHING OF THE RECOMMENDATION. HE INDICATED THAT THE ACR WILL REVISE ITS ATLANTIC OPERATING PROCS AND ISSUE A CREW NOTAM UNTIL THE COMPANY FOM IS REVISED.
