A CIRCLE TO LAND CLRNC IS ISSUED WITHIN 10 MI OF THE ARPT ON THE ILS RWY 6 APCH TO TET; NJ; DURING A CREW'S FIRST EXPERIENCE WITH THE APCH; RESULTING IN A MISSED MANDATORY XING ALT OVER DANDY.

Narrative

WE RECEIVED THE ATIS AT TETERBORO FOR ILS RWY 6. WE RECEIVED THE ILS RWY 6 APCH AND CONCLUDED NOT TO DSND BELOW 1500 FT UNTIL TORBY FOR A POSSIBLE ANTENNA. THE WX WAS VFR BUT BUMPY; WINDS 300 DEGS AT 14 KTS GUSTING 21 KTS AND AT NIGHT. WE CONTACTED NY APCH FOR VECTORS ILS RWY 6. WE WERE AT 7000 FT MSL AND HAD SUBSEQUENT DSCNTS TO 2000 FT MSL. AT 2000 FT MSL; WE WERE TOLD TO INTERCEPT THE LOC AND TRACK INBOUND. NY APCH NEXT CONTACT WITH US WAS 'CLRED ILS RWY 6; CALL THE TWR.' WE 'CAPTURED' THE LOC FIRST AND THEN GS AS WE CALLED TETERBORO TWR. TWR REPLIED 'CLRED ILS RWY 6 CIRCLE RWY 1.' ALMOST IMMEDIATELY TWR SAID NOT TO START BASE UNTIL S OF NY GIANTS FOOTBALL STADIUM. TRYING TO FIND THE STADIUM AT NIGHT WAS DIFFICULT SINCE I HAD NEVER EXECUTED ILS RWY 6 APCH IN THE PAST. WE CONTINUED AND TWR SAID WE MISSED THE ALT RESTR. IN THE NEXT SENTENCE HE SAID TO HEAD STRAIGHT FOR THE STADIUM AND CLRED TO LAND. THE ONLY CONCLUSION AFTER LNDG WAS IT WAS MANDATORY TO DSND TO 1500 FT. WE WERE EXTREMELY BUSY WITH TURB; WIND AND TRYING TO FIND THE STADIUM AT NIGHT. WE RELIED ON GS INTERCEPT TO DSND US WITHOUT VIOLATING ANY RESTRS. DURING ALL OF THE ILS APCHS I HAVE EXECUTED; I HAVE NEVER SEEN A MANDATORY ALT THAT WOULD PUT YOU BELOW THE GS ON A PRECISION APCH. I FEEL BY HAVING TO FIND THE STADIUM AT NIGHT; IN LESS THAN 5 MI VIS; IN THE VICINITY OF TEB AND EWR ARPTS; CULMINATING IN A CIRCLE TO LAND; PUTS A LOT OF STRESS ON A CREW. I FEEL THE ALT RESTR SHOULD BE ELIMINATED.
