Synopsis

A CANADAIR RJ PIC HAS A DIFFICULT TIME AVOIDING THE P56 PROHIBITED AREA WHEN USING THE NE NOISE ABATEMENT PROC DEP RWY 1 AT DCA; DC.

Narrative

TODAY WE TOOK OFF ON RWY 1 AT DCA; EXPECTED THE 'NOISE ABATEMENT AND PROHIBITED AREA (P56) AVOIDANCE PROC' USING THE 'NE' PROC. ATC TOLD US THE WINDS AT THE TIME OF TKOF WERE 080 DEGS AT 10 KTS. FROM THE SOUND OF THE TWR'S VOICE; WE MAY HAVE TRACKED PRECARIOUSLY CLOSE TO P56. ON THE RADAR ALTIMETER WE BEGAN TURNING NO LATER THAN 80 FT AGL AND EVEN WITH A FULL 30 DEGS BANKED TURN; ATC TOLD US TO STEEPEN UP THE BANK; WHICH WE DID. THE POINT IS; THIS 'NE' PROC PROBABLY MEETS OR EXCEEDS THE LIMITATIONS OF MOST JET ACFT TO PERFORM; AND I THINK IT SHOULD BE ELIMINATED. AN EASIER SOLUTION WOULD BE A CONTINUOUS L TURN TO 080 DEGS; THENCE MAINTAINING A TRACK E OF THE ANA COSTA RIVER; PARALLELING IT UNTIL WHATEVER COMES NEXT. THE DIAGRAM ON PLATE 10-4C IS; AS PRINTED; NOT TO SCALE. IF IT WERE TO SCALE; I DOUBT IF IT WOULD BE USED. WHEN WE FINALLY ROLLED OUT OF OUR TURN; OUR NATION'S CAPITOL BUILDING WAS VERY CLOSE OFF MY L SHOULDER. AT LEAST DURING THIS TIME WHEN FIGHTER ESCORT AND POSSIBLE WORSE SCENARIOS EXIST; I DON'T SEE WHY WE SHOULD PUT OURSELVES AND OUR PAX IN HARMS WAY.
