A BE10 PLT; ARRIVING BRANDYWINE ARPT; PA (N99); UNABLE TO LOCATE TO AWOS FREQ ON HIS APCH CHART; QUERIED AND RECEIVED THAT FREQ FROM ATC.

Narrative

DURING DSCNT AND ARR TO BRANDYWINE ARPT (N99); PA; AND CHK-IN WITH PHL APCH; WAS ASKED TO ADVISE WHEN I 'HAVE CHESTER COUNTY WX.' I ADVISED/REMINDED CTLR THAT I WAS LNDG AT BRANDYWINE ARPT; N90; NOT CHESTER COUNTY. CTLR FIRST RESPONDED WITH A SIMPLE 'ROGER.' HE SOON CAME BACK WITH 'ADVISE WHEN YOU HAVE CHESTER COUNTY ASOS.' NOT FINDING A FREQ ON THE APCH PLATE; I ASKED CTLR TO PROVIDE ONE. IN A NOT SO HAPPY TONE; HE RESPONDED WITH 'STAND BY' AND SOON CAME BACK WITH THE APPROPRIATE FREQ. THE APCH PLATE FOR N99 STATES TO USE 'CHESTER COUNTY/C O. CARLSON ARPT ALTIMETER SETTING.' HOWEVER; THERE IS NO CHESTER COUNTY/C O. CARLSON ARPT TO BE FOUND. THERE IS; THOUGH; UNDER COATESVILLE; PA; CHESTER COUNTY C.O. CARLSON ARPT. THERE IS NO MENTION OF COATESVILLE ON THE N99 PLATE. ATC IS REQUIRED TO PROVIDE IFR TFC WITH APPROPRIATE WX INFO. IT IS UNDERSTOOD THAT NOT ALL AUTOMATED WX IS 'PIPED' INTO THE LCL APCH CTL FACILITY. IN WHICH CASE AN ACCURATE MEANS OF OBTAINING THIS VITAL INFO MUST BE PROVIDED TO THE PLT. USING A SHORTENED; LOCALLY KNOWN VERSION OF THE ARPT NAME IS NO HELP. WX FOR ARRIVING ACFT IS OF VITAL IMPORTANCE EVEN TO; OR ESPECIALLY DURING; ARRS TO UNCTLED ARPTS. THIS WX MUST EITHER BE OBTAINED FROM THE LCL APCH CTL FACILITY; OR AUTOMATED MEANS. THE NECESSARY FREQ MUST BE PROVIDED FOR AUTOMATED WX. THIS SHOULD BE INCLUDED ON ANY APCH PLATE REQUIRING THIS INFO. OBVIOUSLY; THIS WX IS FOR AN ARPT OTHER THAN THE DEST. THIS MUST ALSO BE NOTED ON THE A PLATE. CTLRS MUST BE AWARE THAT PLTS DO NOT ALWAYS KNOW THE LCL LINGO FOR A GIVEN ARPT AND WILL REQUIRE ACCURATE INFO TO OBTAIN NECESSARY INFO.
