CDW LCL CTLR ISSUES TAXI CLRNC TO RWY 22; ACKNOWLEDGED BY C182 TRAINING INSTRUCTOR; WHICH; WHEN NOT CORRECTED; RESULTS IN RWY INCUR.
WE ARE AT CDW; KNOWN FOR ITS CONGESTED TFC PATTERNS BY STUDENT AND THEIR INSTRUCTORS. MY STUDENT AND I JUST LANDED AND ROLLED OUT OFF THE RWY. OVER TO GND FREQ; WE ASKED; 'CESSNA X; AT TXWY B; REQUESTING TAXI TO RWY 22. GND CTLR QUICKLY YELLED; 'CESSNA X; TAXI TO RWY 22; NO DELAY.' WE REPEATED; 'TAXI TO RWY 22; CESSNA X.' IN ORDER TO GET TO RWY 22; WE HAVE TO CROSS ANOTHER RWY (RWY 9/27). THE AIM STATES THAT A 'TAXI TO' INSTRUCTION AUTHS US TO 'CROSS' ALL RWYS WHICH THE TAXI RTE INTERSECTS. WE CROSS RWY 9/27 AND THE GND CTLR YELLED; 'CESSNA X; YOU WERE SUPPOSED TO TAXI TO RWY 22 VIA TXWY N.' I TOLD HIM; 'CESSNA X; I HEARD YOUR INSTRUCTIONS AS BEING 'TAXI TO RWY 22; NO DELAY.'' I TRIED TO DIFFUSE THE SIT BY OFFERING APOLOGIES; BUT GND YELLED BACK; 'CESSNA X; YOU WERE SUPPOSED TO TAXI TO RWY 22 VIA INTXN N.' THE 'USUAL' TAXI INSTRUCTIONS AT THIS ARPT ARE TO TAXI VIA TXWY P TO RWY 22. THE CTLRS APPEAR TO BE CREATURES OF HABIT; AND WHAT HE SAID AND WHAT HE EXPECTED TO SAY WERE PROBABLY DIFFERENT. STILL; I ASKED FOR AND RECEIVED TAXI CLRNC TO RWY 22; NOT RWY 22 AT TXWY N. SHOULD THE CTLR HAVE WISHED TO CORRECT OUR CLRNC READBACK; HE COULD HAVE COME BACK CLARIFYING; 'NEGATIVE CESSNA X; TAXI TO RWY 22 VIA INTXN N.' OUR ACFT TAIL NUMBER HAS A NOVEMBER SAME AS TXWY K QUESTION; WHICH MAY HAVE CONTRIBUTED TO THE CONFUSION. THINGS CAN BE ARGUED THAT AS PIC; I DID NOT EXERCISE GOOD JUDGEMENT WHILE TAXIING (ASKING FOR CLARIFICATION BEFORE XING RWY). THERE ARE CURRENTLY NO PROCS IN PLACE WHEN SITS LIKE THIS ARISE. CONFLICTS BTWN ATC AND PLTS PROBABLY OCCUR FREQUENTLY. IN ORDER TO PROMOTE A MORE OPEN DISCUSSION AND RELEASE HOSTILITY BTWN US PLTS AND CTLRS; WE NEED TO HAVE A WAY TO TALK ABOUT THESE OCCURRENCES AS THEY HAPPEN WITHOUT FEAR OF REPERCUSSION.
