Synopsis

JS41 CREW WAS UNABLE TO RETRACT THE LNDG GEAR AFTER TKOF. THE CREW AND THE MAINT CTLR DID NOT COORD WITH OR CONTACT THE CTLING DISPATCHER.

Narrative

A JETSTREAM 41 WAS FLYING FROM YYY-ZZZ WHEN THE CREW CALLED TO TALK TO MAINT WHILE OVER THE CAP VOR. THE GEAR DOWN AND LOCKED MECHANISM WAS STILL ON AND THEY COULD NOT GET THE GEAR TO CYCLE UP. I WALKED INTO THE DISPATCH OFFICE AND SAT DOWN JUST IN TIME TO HEAR THE CAPT SAY SOMETHING LIKE 'WE WILL FLY LOW AND SLOW. MAINT THEN HUNG UP THE RADIO AND I HAD TO ASK WHO THAT WAS WHO CALLED. WHEN I WAS TOLD THE FLT NUMBER; I REALIZED IT WAS ONE OF MY FLTS AND ASKED WHAT WAS GOING ON. WHEN TOLD OF THE SIT; I ASKED WHY THE CREW DID NOT TALK TO ME ABOUT THIS SINCE WE NEEDED TO DISCUSS THE GEAR DOWN SIT PLUS IT WAS ICING CONDITIONS. MAINT CTL TOLD ME THAT THE CREW DID NOT ASK TO TALK TO DISPATCH. I THEN NOTIFIED MGMNT OF THE SIT AT HAND. SHORTLY AFTER TALKING TO MGMNT; THE CREW CALLED BACK SAYING THE GEAR DOWN LIGHT WAS NOW OFF AND ASKED MAINT ABOUT WHETHER THEY SHOULD ATTEMPT TO RAISE THE GEAR. MAINT TOLD THEM TO KEEP THE GEAR DOWN SO THERE WOULD NOT BE A PROB LOWERING IT GOING INTO ZZZ. BY THIS TIME THE ACFT WAS NOT FAR OUT OF ZZZ AND WAS BELOW 10000 FT. MGMNT ENTERED THE ROOM AND WANTED US TO CONTACT THE CREW BOUT RAISING THE GEAR; BUT THEY WERE TOO LOW AND WOULD NOT ANSWER ON THE RADIO. AFTER LNDG; ONE OF THE SUPVRS CONTACTED THE CREW AND TALKED TO THEM ABOUT THE SIT. THE CREW REALIZED THAT THEY SHOULD HAVE CONTACTED DISPATCH ABOUT THE SIT WHILE AIRBORNE. THE CAPT STATED THAT HE STAYED BTWN LAYERS AND DID NOT PICK UP ANY ICE WHILE INBOUND.
