Synopsis

F100 CREW FOUND SNOW ON THE ON THE ACFT DURING THE WALKAROUND INSPECTION; BY THE FO; AT CYUL.

Narrative

AT THE GATE IN YUL; THE F100 HAD LESS THAN 1/4 INCH MELTING SNOW ON TOP OF THE FUSELAGE AND A SMALL AMOUNT OF SNOW IN THE R ENG INLET SINCE THE R COVER HAD FALLEN OFF. I ATTEMPTED TO REFER TO THE PROC AS SPECIFIED IN THE BOOK; BUT IT WAS NO LONGER LISTED. REFERRED TO OPERATING MANUAL. I MISSED THE PROC. I CALLED DISPATCH CONCERNING PROC TO SEE IF IT WAS STILL ACTIVE AND WAS REFERRED TO MAINT CTLR. SINCE THIS IS A FLC PROC; NEITHER I NOR DISPATCH WAS FAMILIAR. WE HAD GND CREW CLR THE SNOW FROM THE R ENG INLET. PROCEEDED TO PAD FOR DEICING FOLLOWED BY NORMAL WET SNOW CORRECTED DEP. INFLT; FOUND NEW NOTES IN OPERATING MANUAL NORMAL SECTION GENERAL. ACCORDING TO THIS; CERTIFIED DEICING PERSONNEL SHOULD HAVE PERFORMED THE INSPECTION TO DETERMINE IF CONTAMINATION WAS PRESENT. AS FAR AS I KNOW; THE GND CREW WAS NOT CERTIFIED. WE SHOULD ALSO HAVE REMOVED ALL THE SNOW FROM THE TOP OF THE FUSELAGE. SUPPLEMENTAL INFO FROM ACN 566088: DURING WALKAROUND AT THE GATE IN YUL; I NOTICED THE ACFT HAD LESS THAN 1/4 INCH MELTING SNOW ON THE TOP OF THE FUSELAGE AND SMALL AMOUNT IN THE R ENG INLET SINCE THE ENG COVER HAD FALLEN OFF. WE HAD THE SNOW REMOVED FROM THE ENG BY GND CREW. I DO NOT KNOW IF THEY WERE A CERTIFIED DEICER. WE PROCEEDED TO DEICING PAD WITH NO PROBS AND DEPARTED RWY 24R WITH CONTAMINATED RWY CORRECTIONS. DURING FLT; FOUND NEW PROC IN FLT MANUAL.
