Synopsis

PA28 STUDENT LWOC AT KIWA.

Narrative

I WAS ON BASE FOR RWY 30R; AND DSNDING. THE ATC CTLR GAVE ME CLRNC FOR A LOW APCH AT OR ABOVE 1900 FT MSL. AT THE TIME OF THE CLRNC; I WAS AT APPROX 1900 FT; AND DSNDING. I HELD IN PWR TO STAY AT 1700 FT UNTIL THE RWY. I MISTOOK THE CLRNC FOR A CLRNC TO LAND. APPARENTLY; THEY WERE GOING TO SEND OUT A TRUCK TO CHK LIGHTS ON THE RWY. I HAD THE TRUCK INSIGHT THE WHOLE TIME; AND ASSUMED IT WAS GOING OUT AFTER I LANDED. I CONTINUED ON FINAL HOLDING 1700 FT UNTIL I WAS CLR OF THE END OF THE RWY. AS I WAS COMING DOWN TO LAND; THE CTLR ASKED MY ALT. I RESPONDED '1500 FT AGL;' AND HE DID NOT SAY ANYTHING BACK. I LANDED THE AIRPLANE AND ASKED IF IT WOULD BE A FULL STOP; AND THEY SAID YES AND TO TURN L ONTO TXWY KILO. AFTER BEING CLRED ACROSS RWY 30C; I WAS TOLD TO CONTACT GND; AND THEY TOLD ME WHAT I HAD DONE WRONG. I HAD ACCEPTED THE CLRNC FOR A LOW APCH AT OR ABOVE 1900 FT; BUT FAILED TO COMPLY WITH IT. I WAS WRONG IN ASSUMING THAT IT WAS A CLRNC FOR ME TO LAND. SUPPLEMENTAL INFO FROM ACN 566658: MY STUDENT WAS ON A SOLO NIGHT FLT PRACTICING TFC PATTERNS AND TKOF AND LNDGS AT NIGHT.
