MULTIPLE RPTS FROM DISPATCHERS STATING THAT STATION OPS PERSONNEL IN COS WERE NOT PROVIDING TIMELY AND OR ACCURATE FIELD CONDITION RPTS TO THE COMPANY; THUS COMPROMISING THE ABILITY OF FLCS AND DISPATCH TO SAFELY PLAN FLTS TO THIS STATION.

Narrative

COS FIELD CONDITION RPTS INDICATE 1/2 INCH ACCUMULATION OF SNOW. THIS WAS UPDATED DEC/WED/02 XA18. I CALLED COS ATC TWR FOR AN UPDATE OF RWY CONDITIONS. THE GENTLEMAN CAME BACK A MOMENT LATER WITH THE OFFICIAL TEXT; WHICH WAS 'ALL RWYS DRY. BRAKING ACTION GOOD.' THE NIGHT PRIOR; THE EVENING OF DEC/TUE/02; THE COS FIELD CONDITION RPT ALSO PLAINING INDICATED 1/2 INCH ACCUMULATION OF SNOW ON ALL RWYS WITH BRAKING ACTION POOR. I CALLED COS ATC TWR THAT NIGHT AS WELL; BUT SPECIFICALLY ONLY REQUESTED INFO ON THE LONG RWY 17L/35R. I WAS TOLD BY THE TWR THAT SMALL PATCHES OF THIS LOOSE SNOW ON RWY BRAKING ACTION WAS GOOD. NOW; NOT A SINGLE SNOWFLAKE FELL AT COS DURING THESE 2 DAYS. IT IS MY UNDERSTANDING THAT THE AFTERNOON SHIFT DISPATCHER ON DEC/TUE/02 REQUESTED OF THE COS STATION PERSONNEL TO UPDATE FIELD CONDITION RPT. THEY DID UPDATE IT; BUT WITH BOGUS INFO. COS DISREGARDS THE NECESSITY OF KEEPING DISPATCH; AND THE CAPTS INFORMED OF ARPT CONDITIONS RELATIVE TO THE SAFE CONDUCT OF FLT. THIS HAS BEEN CONSISTENT BEHAVIOR OF COS PERSONNEL FOR THE YR THAT I HAVE BEEN REGULARLY WORKING THIS DESK; DESPITE NUMEROUS ATTEMPTS TO IMPROVE COM THROUGH SOC MGMNT. IT IS CLR THAT COS HAS LITTLE REGARD FOR THE IMPORTANCE OF INFO CRITICAL FOR THE SAFE CONDUCT OF FLT. SUPPLEMENTAL INFO FROM ACN 570206: COS FIELD RPT IN ERROR ALL SHIFT. I ASKED COS AGENT TO UPDATE THE FIELD RPT WITH CORRECT INFO. IT WAS UPDATED WITH THE SAME INFO. IT IS VERY HARD TO CONTACT ANYONE IN COS; SO I NEVER GOT A CORRECT RPT.
