A SKILLFUL AND EXPERIENCED ERI APCH CTLR WAS SUCCESSFUL IN LOCATING AND ASSISTING A PASE PLT ON AN IFR CLRNC; WHOSE ACFT LOADED UP WITH SEVERE ICING.

Narrative

PASE ENRTE SYR-0SU AT 4000 FT WAS NORDO E OF ERI AIRSPACE CAME UP ON ERI FREQ APPROX 40 NM ESE ERI. ACFT WAS IN NON RADAR AREA AND WAS ADVISED MDT RIME; MXD AND CLR ICG IN THE AREA WITH TOPS AT 6000 FT MSL. SOON AFTER ACFT ADVISED PICKED UP ICE AND STATED THEY WOULD LIKE TO CLB. ISSUED CLB TO 6000 FT. ACFT REACHED 5000 FT AND ADVISED COULDN'T CLB ANY MORE DUE ICING. ACFT REQUESTED 4000 FT AGAIN; AND WAS ISSUED CLRNC. I ADVISED ACFT HE WAS STILL NON RADAR; BUT AFTER 2 VOR CHKS THAT HE WAS APPROX 10 NM N OF A SMALL ARPT AND 20 NM N OF FKL. ACFT ADVISED HE WANTED TO GO TO ERI. GIVEN CLRNC TO ERI AT 4000 FT. ACFT THEN GAVE GPS POS OF 30 DEGS SE ERI. AT 20 NM ACFT WAS RADAR IDENTED; AND I COMMENCED VECTORS FOR ILS RWY 24. APPROX 15 NM E OF ARPT ACFT ADVISED HE COULD NOT HOLD ASSIGNED ALT OF 3200 FT (MVA); AND WAS GETTING VERY LOADED UP WITH ICE. I ADVISED ACFT ABOUT ANTENNA FIELD 10 ESE OF ARPT (2200 FT MSL) AND VECTORED ACFT AROUND ANTENNAS (ON MAPPER) AND AS SOON AS CLR; VECTORED TOWARD A 1 M FINAL. ACFT ALT (MODE C) FLUCTUATED BTWN 2800-2000 FT. AT 4 MI E OF ARPT; ACFT WAS 1200 FT MSL (FIELD ELEVATION -- 733 FT) DSNDING. 2 MI FROM ARPT; I TURNED ACFT TO 250 DEGS; AND HE PICKED UP ARPT AND LANDED. AFTER LNDG; ARPT PICKED UP WITH FLASHING BEACON PROVIDED FOLLOW-ME TO RAMP DUE TO ICE IN WINDSHIELD. ACFT HAD OVER 1 IN OF ICE ALL OVER ACFT WITH THICK RIBS AND LONG SPIKES OF ICE.
