Synopsis

IN A HURRIED ATTEMPT TO COMPLETE CHKLISTS; FLY THE APCH WITH A RWY CHANGE; A TURBOPROP BUSINESS FLT CREW MISIDENT LNDG RWY AT OAK AND ARE ISSUED A GAR BY LCL CTLR.

Narrative

FLT ORIGINATED FROM SFO DESTINED FOR OAK. IT WAS A VERY SHORT FLT SEGMENT IN IMC. WE WERE RUSHED TO PERFORM ALL INFLT CHKLISTS AND TO OBTAIN ATIS. I WAS THE SIC/PF AND THE PIC WAS READING CHKLISTS AND OBTAINING ATIS. WE WERE RUSHED TO COMPLETE OUR APCH BRIEFING; PERFORM CHKLISTS; AND OBTAIN ATIS. PIC WAS HAMPERED BY THE LENGTH OF THE ATIS RECORDING. WHILE BEING VECTORED FOR VOR RWY 9R; I BRIEFED THE APCH BUT DID NOT BRIEF THE ARPT LAYOUT BECAUSE OF THE LACK OF TIME. AFTER CLRED AND JOINING THE RWY 9R APCH COURSE; WE COULD SEE THE R RWY COMPLEX AND CALLED THE TWR INFORMING THAT WE HAD THE ARPT IN SIGHT. THE TWR CTLR INSTRUCTED US TO CHANGE TO RWY 9L AND CLRED US TO LAND. I IDENTED THE LEFTMOST SURFACE AS BEING RWY 9L AND ALIGNED THE ACFT FOR LNDG. WHEN WE WERE CLOSER; WE NOTICED THE ABSENCE OF RWY MARKINGS. THE TWR SIMULTANEOUSLY ADVISED US THAT WE WERE NOT ALIGNED WITH RWY 9L AND INSTRUCTED US TO GO AROUND AND ENTER R DOWNWIND FOR RWY 27R. WE COMPLIED AND LANDED ON RWY 27R WITHOUT INCIDENT. FACTORS WHICH I BELIEVE CONTRIBUTED TO THIS EVENT WERE: 1) SHORT FLT SEGMENT WITH LACK OF TIME TO PREPARE FOR ALL EVENTS. 2) RAIN AND REDUCED VISIBILITY OBSCURED RWY AND TXWY IDENT AND MARKINGS. 3) CHANGING APCHS IN IMC/MARGINAL WX CONDITIONS. 4) EARLIER CTLR WATCHFULNESS COULD HELP RESOLVE RWY MISIDENT BY PLTS. 5) OAK ATIS WAS WAY TOO LENGTHY AND CONSUMED VALUABLE TIME WHICH COULD HAVE BEEN USED TO MORE THOROUGHLY EXAMINE THE ENTIRE SCOPE OF THE APCH. 6) WE WERE REQUESTED TO KEEP OUR SPD UP TO THE ARPT.
