PA28 PLT ENTERS THE WASHINGTON; DC METROPOLITAN ADIZ PRIOR TO ESTABLISHING THE PROPER PROCEDURE PER NOTAM.
I FILED A VFR FLT PLAN AND RECEIVED A DUATS BRIEF. I DEP PVG ENRTE TO W29 VFR VIA MAGGO ON V1 AT 3500 FT. I OPENED MY FLT PLAN AND CONTACTED ORF APCH FOR FLT FOLLOWING. I PROCEEDED ON COURSE. PRIOR TO MAGGO; ORF LOST RADAR ON ME AND SAID; 'RADAR CONTACT LOST. RADAR SERVICES TERMINATED SQUAWK 1200. SUGGEST PATUXENT APCH ON FREQUENCY 127.95 FOR FURTHER FLT FOLLOWING.' I CALLED NHK AND HE ASSIGNED ME A SQUAWK OF 0101. I KNEW I HAD TO BE BELOW 3500 AFTER MAGGO TO BE UNDER THE RESTR AREA SO I TOLD THE CTLR MY INTENT TO DESCEND TO 3000 FT. HIS EXACT WORDS WERE; 'UPON REACHING 3000 FT; YOU ARE CLRED TO THE RESTR AREA AND DIRECT TO W29 (BAY BRIDGE ARPT).' AT APPROX 15 NM FROM W29; PXT CANCELLED MY SERVICES AND PUT ME ON 1200. HIS EXACT WORDS WERE; 'RADAR SERVICES TERMINATED SQUAWK 1200.' THERE WAS NO HANDOFF OR SUGGESTED FREQUENCY SO I NEVER KNEW I SHOULD HAVE CONTACTED ANYONE ELSE SO CLOSE TO MY DEST ARPT. I THOUGHT 0101 HAD BEEN MY DISCREET CODE TO W29. I DESCENDED INTO THE ARPT AND LANDED. I CLOSED MY VFR FLT PLAN. APPARENTLY; I SHOULD HAVE CONTACTED BWI APCH FOR A NEW SQUAWK CODE; BUT THAT WAS NOT CLR TO ME. I THOUGHT I HAD DONE IT ALL CORRECTLY WITH RESPECT TO THE ADIZ. IN THE FUTURE I WILL TALK DIRECTLY TO AN FSS BRIEFER BECAUSE THEY WOULD HAVE HOPEFULLY MADE IT MORE CLR THAN THE NOTAMS ARE TO READ. ALSO; I THINK THE NHK CTLR COULD HAVE BEEN MORE HELPFUL. HE KNEW WHERE I WAS GOING AND I AM SURE HE KNEW THAT I SHOULD HAVE CONTACTED BALTIMORE. HE COULD HAVE SHARED THE INFO.
