BE1900 FLT CREW DURING AN INST APCH ACQUIRES THE WRONG ARPT VISUALLY AND ATTEMPTS A LNDG.

Narrative

DEPARTED MCI FOR ROUTINE SCHEDULED PART 121 PAX FLT TO FOE. ZKC ADVISED US TO EXPECT THE VOR DME 21 AT FOE. I HAD NOT BEEN GIVEN THIS APCH IN THE PAST AND HADN'T PULLED THE PLATE PRIOR TO DEP. THIS IS A VERY SHORT FLT WITH LITTLE TIME TO PULL CHARTS AND BRIEF APCHS. CAPT FOUND HIS PLATE AND BRIEFED APCH. ALTHOUGH I HAD FLOWN INTO THIS ARPT BEFORE; HE HAD NOT. WE WERE CLRED FOR THE APCH AND INTERCEPTED THE 200 DEG RADIAL OUTBOUND FROM TOP VOR AND DSNDED TO 2700 FT MSL. AT THIS POINT; WE WERE IN MARGINAL VMC WITH APPROX 5 MI FLT VISIBILITY. THE PNF (CAPT) HAD THE PLATE IN FRONT OF HIM; MINE WAS STILL IN MY BINDER. I SAW A RWY STRAIGHT AHEAD AND CALLED 'RWY IN SIGHT' AND DSNDED FROM 2700 FT. THE PROC CALLS FOR REMAINING AT 2700 FT UNTIL 7 DME AND THEN DSNDING TO 1440 FT WITH A MAP OF 12 DME. I DISREGARDED THE DME AND PROCEEDED VISUALLY TO THIS RWY. WE WERE HANDED OFF TO FOE TWR WHO IMMEDIATELY ASKED US IF WE WERE LINED UP FOR TOPEKA BILLARD ARPT. WE WERE LINED UP FOR DME 22 AT TOP INSTEAD OF DME 21 AT FOE. AT THIS POINT; WE WERE AT 1500 FT. I IMMEDIATELY ADDED PWR AND CLBED TO 2700 FT. FOE TWR ADVISED US OF TFC IN THE PATTERN; OFF OUR R; AS I TURNED L TO REINTERCEPT THE VOR APCH. ON THE PLAN VIEW OF THE COMMERCIAL PLATE FOR THIS APCH; TOP ARPT IS CLRLY DEPICTED WITH THE NOTATION (CAN BE MISTAKEN FOR FORBES FIELD). HAD I HAD THE PLATE IN FRONT OF ME; I MIGHT HAVE CAUGHT THIS. I THINK THE LESSON HERE IS TO ADHERE TO THE PROC IF YOU ARE CLRED FOR AN IAP -- EVEN IN VMC. I'M SURE I'M NOT THE FIRST PLT TO MAKE THIS MISTAKE. YOU CAN BET I'LL BE LOOKING FOR THIS ON FUTURE APCHS; ESPECIALLY NON PRECISION. MY FELLOW CREW MEMBER ADMITTED TO SOME COMPLACENCY SINCE I HAD BEEN THERE BEFORE. SUPPLEMENTAL INFO FROM ACN 576554: THE FO CALLED 'ARPT IN SIGHT' AND CONTINUED TO DSND. I WASN'T AWARE OF THE OTHER ARPT AND WE LEFT THE FINAL APCH COURSE TO LAND. AS I WAS STARTING TO WONDER OF OUR POS NOT MATCHING THE DME OF THE APCH; FOE TWR CALLED AND ASKED IF WE WERE LINED UP FOR LNDG AT BILLARD ARPT; WHICH WE WERE. I SHOULD HAVE BEEN MORE ON TOP OF ENSURING THE PROFILE WAS FLOWN EVEN THOUGH WE WERE VFR EARLY DURING THE APCH; ESPECIALLY SINCE I HAVE ONLY BEEN TO THIS ARPT ONCE MORE THAN A YR PRIOR. COMPLACENCY ON MY PART OF NOT BEING FULLY AWARE OF THE OTHER ARPT ALONG THE APCH PATH ALSO CONTRIBUTED.
