Synopsis

PLT OF SMA ENCOUNTERED AIRFRAME ICING AT ALTS ABOVE MOCA. DECLARED EMER IN ORDER TO DSND BELOW FREEZING LEVEL.

Narrative

THE FLT WAS SUPPOSED TO DEPART AT XA30. I THOUGHT THAT I WOULD BE ABLE TO GET APCH PLATES FROM THE FLT SCHOOL AT ILG. I WAS FORCED TO FLY DOWN TO SUMMIT (EVY) TO GET THE APCH PLATE PUSHING MY DEP TIME BACK 45 MINS. I THEN DEPARTED SUMMIT AND TRIED TO PICK UP MY CLRNC WHICH FOR SOME REASON WAS NOT IN THE SYS. I CIRCLED FOR 50 MINS TRYING TO PICK UP MY CLRNC; AND WAS INFORMED BY PHL APCH THAT THEY WOULD PUT THEIR BEST GUY ON IT. I THEN LANDED AT EVY AGAIN AND CALLED MILLVILLE VIA A LANDLINE. DEPARTING FROM SUMMIT 2 HRS LATE; I WAS ABLE TO PICK UP FLT PLAN AND CONTINUE ON RTE. THE BRIEFER DID NOT MENTION ANYTHING ABOUT ICE IN MY EARLIER PHONE BRIEFING AND THE FREEZING LEVEL WAS AT 10000 FT WITH ICE ABOVE. BECAUSE I WAS IN SUCH A HURRY FROM BEING LATE; I DID NOT GET AN UPDATED BRIEFING FROM THE FSS. IF I HAD; THEN I PROBABLY WOULD HAVE BEEN NOTIFIED OF THE POSSIBLE ICING. BUT FROM MY PREVIOUS BRIEFING; I WAS NOT AWARE OF ANY CONDITION. I DECLARED AN EMER 20 MI SW OF BED BECAUSE I NEEDED TO GET BELOW THE MOCA WHICH ALLOWED THE TEMP TO INCREASE TO A LEVEL WHICH MELTED THE ICE. ALL CLOSER ARPTS WERE BELOW MINIMUMS; MAKING MY FLT TO BED AT LEAST 15 MINS AWAY.
