M20P PLT ENTERED DC ADIZ WITHOUT CLRNC OR A DISCRETE XPONDER CODE. PLT ATTEMPTED CONTACT WITH BOTH PXT AND ZDC. THE PLT WAS BOUNCED BETWEEN THE CTLRS; AND WAS FINALLY TOLD TO STANDBY BY THE ZDC CTLR. THAT WAS THE LAST TIME HE HEARD FROM THE ZDC CTLR.
MY ACFT IS A 1984 MOONEY M20J. I WAS ON A RETURN TRIP FROM FLA ON 04/SUN/03. I WAS VFR AT 7500 FT SW OF HNK NAS. I CALLED PXT APCH FOR ADVISORIES; BUT I WAS TOO HIGH AND THEY PUT ME OVER TO WASHINGTON CTR. WASHINGTON CTR TRIED TO PUT ME BACK TO PXT AND THEN ASKED ME TO STAND BY. WASHINGTON DID NOT GET BACK TO ME SO I DESCENDED TO 3500 FT ON A HDG OF 45-50 DEGS. I PASSED PXT NAS DIRECTLY OVER 2W6 ON MY DESCENT. FROM THERE MY RTE WAS STRAIGHT TO A POINT 10 MILES W OF BAY BRIDGE ARPT AT 3500 FT. MY POSSIBLE INCURSION INTO THE WASHINGTON AREA ADIZ WAS A RESULT OF NOT MAINTAINING 30 MILES FROM WASHINGTON ALTHOUGH I REMAINED CLR OF THE CLASS B AIRSPACE AND REMAINED LIKELY 28 MILES FROM WASHINGTON AT ALL TIMES. I KNEW ABOUT THE WASHINGTON ADIZ; BUT I ACTUALLY THOUGHT THAT THE 'INFINITE VFR WALL' AROUND WASHINGTON COINCIDED WITH THE CLASS B AIRSPACE. I DISCOVERED I HAD A PROB WHEN I WAS ADVISED UPON ARR IN ILG THAT I WAS TO CALL PCT TRACON. I HAD NO REASON TO INCUR THE ADIZ HAD I KNOWN THE EXACT RULES.
