AN AIR TAXI PIC IS CONCERNED AS TO WHETHER THE TWR THOUGHT HE WAS ON A VISUAL APCH; BUT GOING IMC ON THE APCH WHEN QUESTIONED AS TO THE CLOUD BASES AFTER THE FLT BROKE OUT AT 1600 FT ON THE ILS APCH TO RWY 9 AT PBI; FL.

Narrative

FLYING INTO PBI ON THE LLAKE 3 ARR; ATIS WAS RPTING FEW CLOUDS AT 3500 FT. DSNDING INTO PBI; WE WERE IN CUMULUS CLOUDS; TOPS WERE APPROX 6500 FT. WE WERE CLRED FOR THE ILS RWY 9 APCH AT PBI AND TOLD TO MAINTAIN 2000 FT UNTIL ESTABLISHED. AT 2000 FT; WE WERE IN THE CLOUDS. WE WERE HANDED OFF TO TWR. I CALLED TWR AND CHKED IN AS 'ON THE ILS RWY 9L; W OF RUBIN.' THE TWR CLRED US TO LAND AT THAT POINT WHICH WE ACKNOWLEDGED. UPON BREAKING OUT OF THE CLOUDS; AT APPROX 1600 FT; I TOLD THE TWR WE HAD THE ARPT IN SIGHT. HIS RESPONSE WAS TO ASK ME IF I HAD JUST ONLY NOW MADE VISUAL CONTACT? I TOLD HIM THAT WE SPOTTED IT AS WE BROKE OUT. HE THEN ASKED ME AT WHAT ALT WE BROKE OUT AND I TOLD HIM 1600 FT. IT'S MY IMPRESSION THAT THE TWR THOUGHT WE WERE ON A VISUAL APCH. SUPPLEMENTAL INFO FROM ACN 580608: APCH ASKED US TO FLY TO RUBIN INTXN (OM ON ILS RWY 9). ABOUT 3-4 MI OUTSIDE OF RUBIN; HE GAVE ME A R TURN OF 10 DEGS TO INTERCEPT THE FINAL APCH COURSE FOR THE ILS RWY 9. I; INSTEAD TURNED 10 DEGS L. MY COPLT WAS BUSY COMPLETING HIS WORK DURING THIS. I FINALLY DETERMINED WHAT I DID AND MADE A CORRECTION BACK ON COURSE. WE WERE AT 2000 FT MSL IN AND OUT OF THE CLOUDS. ABOUT 5 MI OUT; WE BROKE OUT INTO THE CLR. I WAS FINALLY ON THE LOC AND GS FOR THE APCH.
