A C560 CPR FLT IS GIVEN THE WRONG FREQ FOR CLE TWR BY CLT APCH CTLR; TALKS TO WRONG CTLR AT BKL; GIVEN CLRNC FOR LNDG TWICE BY BKL LCL CTLR; LANDS AT CLE WHILE OBSERVING THE GREEN LIGHT FROM TWR AND WONDERS WHY THE LIGHT WAS USED BY TWR AT CLE; OH.

Narrative

WE WERE ON VECTORS FOR THE ILS RWY 24R WHEN THE CTLR ASKED IF WE HAD THE ARPT IN SIGHT TO WHICH WE REPLIED YES. WE WERE CLRED FOR A VISUAL APCH TO RWY 24R; 'CROSS THE SHORELINE AT OR ABOVE 3000 FT.' WE MADE BASE LEG TURN AND THEN TURNED ABOUT A 5 OR 6 MI FINAL. AT ABOUT 4-5 MI OUT WE WERE TOLD TO CONTACT THE TWR ON 124.3. WHEN WE CALLED THE TWR HE CLRED US TO LAND ON RWY 24R AND TO RPT A 4 MI FINAL TO WHICH WE REPLIED THAT WE WERE 4 MI FINAL. HE THEN CLRED US TO LAND #2 BEHIND TFC ON SHORT FINAL. WE REQUESTED RWY 24L AND THE CTLR CLRED US TO LAND ON RWY 24L. ON SHORT FINAL WE NOTICED A GREEN LIGHT FROM THE TWR AND AS WE LANDED THE TWR ASKED US WHICH ARPT WE WERE LNDG AT. WE ROLLED OUT AND CONTACTED GND CTL AND ASKED WHAT THAT WAS ALL ABOUT? HE CLRED US TO THE RAMP AND ASKED IF WE HAD SEEN THE GREEN LIGHT. WE REPLIED YES AND TOLD THEM WE WOULD CALL THEM WHEN WE GOT TO THE RAMP. WHEN I CALLED THE TWR I WAS TOLD THAT THE APCH CTLR HAD GIVEN US THE WRONG TWR FREQ. THAT IS WHY THEY HAD GIVEN US A GREEN LIGHT TO LAND. HE SAID HE HAD TALKED TO THE APCH CTLR AND THAT NO OTHER TFC WAS IN THE AREA; THERE WAS NO PROB. HE TOLD ME THAT THE FREQ 124.3 WAS BURKE LAKEFRONT TWR FREQ. ANOTHER ARPT ONLY A FEW MI AWAY ALSO WITH RWYS 24L AND 24R. A LOT OF LESSONS HERE AND AS USUAL MORE THAN 1 ERROR WAS MADE. I HAVE 27 YRS IN THE COCKPIT AND MY CO-CAPT MORE THAN 30 YRS AND WE HAVE NEVER SEEN THIS ONE. TALKING TO THE TWR AND BEING CLRED TO LAND; SWITCHING RWYS AND BEING CLRED TO LAND AGAIN ALL ON THE CORRECT RWY NUMBERS (RWYS 24L AND R) AND THEN FIND OUT THE CTLR WAS IN A TWR AT ANOTHER ARPT!
