AN MD80 WAS DISPATCHED IN NON COMPLIANCE WITH A L PACK DEFERRED ITEM REPAIRED BUT THE PACK CIRCUIT BREAKERS WERE NOT RESET AFTER REPAIR.
ON THE MORNING OF JUN/FRI/03; 3 CIRCUIT BREAKERS WERE LEFT TAGGED WITH 'DO NOT RESET' TAGS FOR A L-HAND GND TEMP COOLING FAN ON AN MD83 ACFT. DURING THE SHIFT THE COOLING FAN WAS REPLACED BECAUSE OF A FAILURE NOTED BY AN INFLT MEL. THE COOLING FAN WAS OPS CHK BY MYSELF AND ANOTHER MECH; FOR OP AND LEAKS. THE COOLING FAN PAST THE OPS CHK AND LEAK CHK; WHICH I CONDUCTED IN THE AFT SECTION OF THE ACFT. THE OTHER MECH MONITORED THE SYS FROM THE FLT DECK. THE SYS STILL SHOWED AN OVERHEAT INDICATION; AND WAS PLACED ON A L-HAND PACK MEL. SINCE THE COOLING FAN WAS OP WHEN I CONDUCTED MY TEST I PROCEEDED TO CLR THAT MEL FROM THE SYS. I WAS LATER INFORMED BY MY SUPVR THE FOLLOWING EVENING THE TAGS WERE FOUND BY THE FLT CREW ON APCH TO ZZZ AFTER A R-HAND PACK PROB NOT RELATED SINCE THE L-HAND WAS ON MEL. I ASSUMED THAT WHEN I LEFT THE ACFT THE L-HAND COOLING FAN WAS OP THAT ALL TAGS AND BRAKES WERE PULLED AND RESET; I WAS WRONG. I SHOULD HAVE ALSO DID A SCAN OF ALL CIRCUIT BREAKERS BEFORE LEAVING THE ACFT JUST TO MAKE SURE. THE ACFT WAS DELAYED FOR ALMOST AN HR FOR THE COMPLETION OF THIS WORK; WHICH CAUSED US TO RUSH AND THOROUGHLY COMMUNICATE THE ENTIRE SIT. THE SYS WAS SUPPOSED TO BE CHKED IN ZZZ1 AND ACCORDING TO MY SUPVR FOUND TO BE OK. THE BRAKES WERE RESET; AND THE ACFT WAS OPERATIONAL WHEN I LAST CHKED.
