A320 FLT CREW LANDS WITH PARKING BRAKE SET AND BLOWS ALL THE MAIN GEAR TIRES AT FLL.
AFTER A FULL FLAP; NO AUTOBRAKE APCH TO FLL RWY 27R IN VMC; DAYLIGHT CONDITIONS; UPON TOUCHDOWN THE ACFT PITCHED DOWN RAPIDLY AND AGGRESSIVELY DECELERATED. NO UNUSUAL VIBRATION OR NOISE WAS APPARENT. THE FO CONTINUED TO STEER TO THE CTRLINE. THE DECELERATION WAS AKIN TO A RTO STOP. DURING THE ROLLOUT THE FO NOTED 'PRK BRK' ON THE ECAM IN AMBER. I CYCLED THE BRAKE HANDLE AND TOOK CTL OF THE ACFT AS IT STOPPED. THINKING THAT THE BRAKES WERE LOCKED; I HAD THE FO CYCLE THE ANTI-SKID AND NOSEWHEEL STEERING SWITCH. THE ACFT WAS CLRLY DISABLED; UNABLE TO MOVE AND WE ADVISED THE TWR IMMEDIATELY THAT WE WERE UNABLE TO CLR THE RWY. WE ASKED THE TWR WHAT THEY SAW AND THEY RESPONDED THAT THEY HAD SEEN SMOKE EARLIER AT TOUCHDOWN BUT NOW THERE WAS NO SMOKE OR FIRE. WE ASKED THAT THEY ROLL THE EQUIP AS A PRECAUTION. THEY RESPONDED IMMEDIATELY AND CONFIRMED NO FIRE OR SMOKE. THEY ADVISED THAT ALL MAIN WHEEL TIRES WERE BLOWN. WE MADE NUMEROUS PA'S TO THE PAX TO REMAIN SEATED. THE ENGS WERE SHUT DOWN AND COMS WITH OPS ESTABLISHED BY CELL PHONE; ARRANGEMENTS FOR PAX DEPLANING BY STAIRS AND BUSES WITH FLL OPS. GND PWR AND AIR WERE FURNISHED. FLT ATTENDANTS WERE REMINDED TO DISARM THE SLIDES PRIOR TO OPENING THE CABIN DOORS. RELEVENT CHKLISTS COMPLETED AND LOGBOOK ENTRIES WERE MADE. WE SUPPLIED GEAR PINS AND COLLARS TO MAINT CONTRACTOR. COMMAND OF THE ACFT WAS TURNED OVER TO THE CONTRACT MECH.
