Synopsis

B757 DEPARTING LGA EXPRESSED FRUSTRATION OVER CTLR ATTITUDE DURING ISSUANCE OF AMENDED DEP PROC.

Narrative

WE RECEIVED SIGNIFICANT PRESSURE TO RUSH OUR CHECKLISTS AND PROCS OR LOSE OUR TKOF SLOT. WE REFUSED TO DO SO. WE WERE GIVEN A CLRNC; WHILE TAXIING; THAT CHANGED OUR DEP INSTRUCTIONS TO A SID WE HAD NOT REVIEWED. UPON INFORMING LGA GND CTL WE WOULD NEED SOME TIME TO REVIEW THE PROC; THE GND CTLR MADE AN INAPPROPRIATE COMMENT AND CANCELLED OUR TAXI CLRNC TO THE DEP END OF THE ACTIVE RWY. HERE ARE THE DETAILS; THERE WAS A SWAP EVENT IN PROGRESS FOR DEPS TO THE S FROM LGA. AFTER WE CONTACTED GND FOR TAXI INSTRUCTIONS (THAT WAS THE FIRST POINT WE KNEW OF SWAP EVENT) WE HAD BEEN GIVEN INSTRUCTIONS TO PROCEED ACROSS RWY 4 AT LGA AT TXWY ECHO; TAKE A POS BEHIND AN ACR Y JET AND SHUTDOWN OUR ENGS. WE WERE GIVEN A WHEELS UP TIME OF APPROX XA:30 ZULU. WHILE WAITING FOR OUR WHEELS UP TIME WITH THE ENGS SHUTDOWN GND ASKED US IF WE COULD ACCEPT A CLRNC OVER WAVEY. WE INFORMED THEM THAT GOING OVER WAVEY WOULD BE NO PROB; BUT WE NEEDED TO KNOW WHAT THE REST OF THE CLRNC WAS TO DETERMINE IF WE HAD ENOUGH FUEL. WE WERE SWITCHED TO CLRNC DELIVERY FOR THE FULL RTE CLRNC. WE THEN SENT THE RTE TO DISPATCH; VIA ACARS; AND GOT A FLT PLAN VIA SAME; WHICH CONFIRMED WE WOULD HAVE AMPLE FUEL FOR THE NEW ROUTING. WE SWITCHED BACK TO GND FOR INSTRUCTIONS. WE WERE ASKED WHEN WE COULD BE READY. WE TOLD GND THAT WE WOULD NEED SOME TIME TO REPROGRAM OUR NAVIGATIONAL EQUIP AND START OUR ENGS. WE WERE TOLD TO QUICKLY START OUR ENGS AND TAXI OR WE WOULD LOSE OUR TKOF SLOT. WE INFORMED GND WE WOULD DO OUR BEST; BUT IT WOULD TAKE SOME TIME. WE WERE TOLD IF WE WERE NOT READY TO GO IN 5 MINS WE WOULD BE DELAYED FOR AN HR. PLEASE KEEP IN MIND WHEN WE WERE ISSUED THE NEW CLRNC; OUR ENGS WERE NOT RUNNING; OUR FMC'S NEEDED TO BE REPROGRAMMED AND WE HAD NOT YET DETERMINED IF WE HAD SUFFICIENT FUEL FOR THE NEW RTE. WHILE TAXIING TO THE DEP END OF RWY 4; GND CHANGED OUR DEP INSTRUCTIONS FROM AN ASSIGNED HEADING ALT TO 'FLY THE DEP AS PUBLISHED.' WE INFORMED GND THAT WE WOULD NEED A MIN AT THE DEP END (TO REVIEW THE SID INSTRUCTIONS). WE HAD BEEN TALKING TO CTLR #1 ON THE GND FREQ. AFTER INFORMING GND OF OUR REQUIREMENT; A CTLR'S #2 VOICE SAID TO US SOMETHING TO THE EFFECT OF; 'BE CAREFUL WHAT YOU WISH FOR ACFT X' HE THEN GAVE US TAXI INSTRUCTIONS; CHANGING OUR TAXI RTE TO HOLD SHORT OF THE ACTIVE RWY. WE WERE THEN GIVEN INSTRUCTIONS TO CROSS THE RWY AND GET IN LINE ON THE OTHER SIDE OF THE RWY. WE ASKED FOR THE CTLRS INITIALS; BUT HE REFUSED TO PROVIDE THEM.
