GULFSTREAM FLT CREW HAS CONFLICT WHILE TAXIING AT KVNY.
AT APPROX XA15 LCL ON JULY/FRI; WE BEGAN TAXIING AT VAN NUYS ARPT. THE CTL TWR WAS CLOSED FOR THE EVENING SO WE MADE A RADIO RPT 'IN THE BLIND' OF OUR INTENTIONS. WE BEGAN OUR TAXI SBOUND ON TXWY E APCHING 14F. AS WE MADE THE R TURN TO ENTER 14F; WE NOTICED AN ACFT ON FINAL FOR RWY 16R; SO WE STOPPED SHORT OF THE HOLD SHORT LINE TO GIVE WAY TO THE LNDG ACFT. AS A COURTESY TO THE LNDG ACFT; WE SWITCHED OUR TAXI LIGHT OFF. ONCE THE LNDG TFC WAS ON THE GND AND IN HIS ROLLOUT; WE SWITCHED THE TAXI LIGHT BACK ON SO HE WOULD BE AWARE OF OUR POS ON THE FIELD. THE LNDG TFC CAME TO A COMPLETE STOP ON THE RWY. WE ANNOUNCED THAT WE WERE REPOSITIONING THE ACFT TO THE OTHER SIDE OF THE FIELD. HIS RESPONSE WAS 'GO AHEAD.' WE THEN PROCEEDED ACROSS THE HOLD SHORT LINE ACROSS RWY 16R AND TURNED L ON 14G AND PARKED. THE LNDG TFC THEN TURNED L ON 14F AND WENT TO HIS PARKING SPOT. ONCE WE HAD SHUT DOWN OUR ENGS; A VAN NUYS ARPT OPS EMPLOYEE APCHED US. IT WAS HIS OPINION THAT OUR TAXI OP WAS NOT CONDUCTED SAFELY. HE SEEMED UPSET THAT WE WERE ON 14F; SHORT OF RWY 16R; WHILE THERE WAS AN AIRPLANE LNDG. HE SAID THAT WE HAD NOT GIVEN WAY TO THE LNDG ACFT. HE ALSO SCOLDED US FOR NOT USING THE CTAF MORE. IT IS MY OPINION THAT THE ONLY PROB WAS THAT WE WERE HOLDING SHORT ON THE TXWY THAT THE LNDG AIRPLANE WAS INTENDING TO USE TO EXIT THE RWY. IT IS ALSO MY OPINION THAT AT NO TIME WAS SAFETY EVER COMPROMISED; NOR WERE ANY REGS BROKEN. WHEN THE AIRPLANE WAS LNDG; WE WERE HOLDING SHORT OF THE RWY. WE DID NOT PROCEED ONTO THE RWY UNTIL THE LNDG ACFT WAS AT A COMPLETE STOP AND UNTIL 2-WAY COM HAD BEEN ESTABLISHED AS TO EACH OTHERS INTENTIONS. TO AVOID THIS SIT AGAIN; I WOULD BE MORE ACTIVE ON THE CTAF; AND UPON SEEING THE INBOUND ACFT; WOULD HAVE ANNOUNCED WHICH TXWY WE WERE HOLDING SHORT AT; SO HE COULD HAVE PLANNED TO EXIT SOMEWHERE ELSE.
