PLT AND RPTR; ACTING AS NAVIGATOR; BLUNDER INTO THE OUTER EDGES OF A PRESIDENTIAL TFR NEAR INDIANAPOLIS WHEN THEY USE STATUTE RATHER THAN NM TO DEFINE THE AREA.

Narrative

IN READING THE TEXT OF THE NOTAM ESTABLISHING THE TFR (FDC 3/8512); I MISSED THE PHRASE 'NM' AND SET UP A 30 STATUTE MI RING AROUND KIND; WHICH WE STAYED OUT OF. UNFORTUNATELY; WE DID FLY INTO THE 30 NM AIRSPACE. WHILE I WAS NOT PIC; I WAS RESPONSIBLE FOR NAV. THERE WERE 2 MAJOR CONTRIBUTING FACTORS. THE COMPLICATED TEXT OF THE TFR ITSELF AND THE INABILITY TO CONTACT ATC DUE TO VERY BUSY CTLRS. ON THE RETURN TRIP I REALIZED THE MISTAKE; AND WE WERE SURE TO STAY 40 NM FROM KIND. THE WX FOR THE ENTIRE TRIP WAS CAVU; SO I DID NOT FILE AN IFR FLT PLAN; BUT SHOULD HAVE FILED VFR. I SUGGEST THAT FDC 3/8512 BE REWRITTEN AS FOLLOWS TO IMPROVE UNDERSTANDING AND RECOGNIZABLE COMPLIANCE. EXAMPLE: FDC 3/8512 ZID FLT RESTRS. FRI/SEP/03 LCL. A TEMPORARY FLT RESTR HAS BEEN ISSUED IN THE VICINITY OF INDIANAPOLIS; IN: A) FROM SEP/FRI/03; XA20 UTC UNTIL SEP/FRI/03 XH15 UTC WITHIN 30 NM RADIUS (34.5 STATUTE MI) OF 394302N/0861740W OR THE VHP149006.7 (CTR OF KIND) UP TO BUT NOT INCLUDING FL180. 1) ALL ACFT ENTERING OR EXITING THIS 30 NM RADIUS SHALL BE ON AN ACTIVE VFR OR IFR FLT PLAN WITH A DISCREET CODE ASSIGNED BY ATC.
