A B737-200 FLT CREW IS NOTED; BY A DEADHEADING CAPT; TO PERFORM A ROLLING TKOF WITHOUT FLAPS BEING EXTENDED UNTIL AFTER THROTTLE ADVANCEMENT; EXTENDING FULLY AROUND 90 KTS AT CVG; KY.

Narrative

I'M A CREW MEMBER WITH ANOTHER MAJOR CARRIER. ON THE DATE LISTED ABOVE; I FILLED OUT THE PAPERWORK TO RIDE JUMPSEAT/AVAILABLE SEAT IN BACK ON ANOTHER CARRIER FROM CVG. THE CREW WAS RUNNING LATE DUE TO A MAINT PROB WITH ANOTHER ACFT. AFTER A BRIEF INTRODUCTION AND IDENT CHK; THE CAPT INVITED ME TO SIT IN THE CABIN. I TOOK A SEAT (WINDOW) ON ACFT'S L -- 2 ROWS AFT OF THE EMER EXIT ROW. THE CREW CRANKED THE R ENG ON PUSHBACK; AFTER DISCONNECT; PWRED UP MORE THAN USUAL TO TAXI; AND WHILE TAXIING CRANKED THE L ENG. A CREW MEMBER REQUESTED THE FLT ATTENDANTS BE SEATED; AND WE TAXIED ON THE RWY. HAVING AROSE MYSELF AT XA50 FOR THE COMMUTE; I WASN'T PAYING MUCH ATTN TO THEIR OP UNTIL THEY PUSHED THE PWR UP FOR TKOF AND AT THE SAME TIME; THE JACK SCREW STARTED TO EXTEND TKOF FLAPS! THIS CREW DID NOT MAKE ANY EFFORT TO ABORT THE TKOF AS THE FLAPS REACHED TKOF POS AT APPROX 80-100 KTS! OBVIOUSLY; THE TKOF WARNING HORN SAVED ALL ABOARD FROM A TERRIBLE MISHAP. NOT BEING ON THE FLT DECK; I CAN ONLY ASSUME THAT THE CREW DIDN'T COMPLETE THE BEFORE TKOF CHKLIST. ADDITIONAL UNBELIEVABLE EVENTS INCLUDED THE CREW CONTINUING THE TKOF ROLL WHILE THE FLAPS EXTENDED; RATHER THAN FOLLOWING PROC AND EXITING THE RWY TO EXAMINE WHY THEY GOT A TKOF WARNING HORN IN THE FIRST PLACE. AS I EXITED THE ACFT; NO MENTION WAS MADE OF THE EVENT. IN THE DAYS OF CRM AND CHKLIST COMPLIANCE; IT'S PRETTY DIFFICULT TO BELIEVE AN EVENT LIKE THIS WOULD TAKE PLACE.
