Synopsis

A C560 FLT CREW INADVERTENTLY LANDS WITHOUT A CLRNC AT BDR.

Narrative

FLYING FROM IAD TO BDR AS A REPOSITIONING FLT FOR THE NEXT DAY. WE WERE HANDED OFF FROM NY APCH TO BRIDGEPORT TWR. WE WERE VECTORED BY NY APCH ON TO THE FINAL APCH COURSE FOR THE VOR APCH TO RWY 25. WE CONTACTED THE TWR PRIOR TO THE FAF; THE CONDITIONS WERE 400 FT OVCST AND THE MINIMUMS WERE 492 FT; THE WIND ON THE GND WAS 210 DEGS 15 KTS. WE FLEW THE APCH TO MDA AND CONTINUED IN CONDITIONS WERE GUSTY AND WE SHOWED SPD VARIATIONS APPROX +/-7 KTS. WE GOT VISUAL REF PRIOR TO GS (VASI) AND CONTINUED DSCNT. OUR LNDG DISTANCE REQUIRED WAS WITHIN 300 FT OF RWY AVAILABLE (NOT USING THRUST REVERSERS) WET RWY SO I WAS CONCERNED THAT SPD CTL AND TOUCHING DOWN WITHOUT FLOATING WAS IMPORTANT. WE HAD BRIEFED THAT IF EITHER OF US WAS UNHAPPY WITH THE APCH/LNDG CONDITIONS WE WOULD DO MISSED AND DIVERT TO BDL. UNFORTUNATELY WE WERE UNDER A HIGH WORKLOAD WITH DIFFICULT CONDITIONS. THE TWR WOULD HAVE SEEN US; WE WERE NOT GIVEN A CLRNC TO LAND AND WE FAILED TO GET IT. AFTER LNDG THE TWR ADVISED US; WE WERE THE SECOND ACFT WITHIN 30 MINS TO DO THIS.
