PLT OF C152 ON PHOTO MISSION IN THE VICINITY OF EXPANDED P40 IS CITED FOR VIOLATION OF THE PROHIBITED AREA.
I HAD AERIAL PHOTO SHOOTS PLANNED AT 3 SITES WITHIN THE WASHINGTON DC ADIZ. I FILED AN ADIZ FLT PLAN THAT MY AUTH TO FLY IN THE OTHERWISE FLT RESTR AREA REQUIRES; SPECIFYING THE PLACES TO WHICH I PLAN TO FLY. BEFORE TAKING OFF; I RANG POTOMAC CTC AND OBTAINED TALK AND SQUAWK CODES. FIRST INCIDENT: ALOFT AND HEADED FOR THE FIRST SHOOT; NEAR ANDREWS; I MADE RADIO CONTACT WITH POTOMAC. APCHING ANDREWS; I WAS INSTRUCTED TO CONTACT APCH CTL. WHEN I DID; ANDREWS COULD NOT FIND ANY REF TO MY FLT PLAN FOR SEVERAL MINS AND I WAS INSTRUCTED TO TURN 180 DEGS TO A HDG OF 090 DEGS; WHICH I DID. AFTER SEVERAL MINS; I WAS CLRED TO FLY TO MY PREVIOUSLY APPROVED SIT. SECOND INCIDENT: LEAVING THE VICINITY OF ANDREWS; I CONTACTED POTOMAC AND PROCEEDED N APPROX 10 NM; THEN TURNED AND FOLLOWED AN APPROX NW COURSE TOWARDS HAGERSTOWN; SQUAWKING DISCRETE CONTINUOUSLY. ON THIS WKEND; THE P-40 TFR HAD BEEN ENLARGED TO A 10 NM RADIUS; REQUIRING THAT ALL ACFT IN THE AIRSPACE BTWN THE 5-10 MI RADIUS BE ON AN ACTIVE FLT PLAN; IN TOUCH WITH ATC; AND SQUAWKING AN ATC-ASSIGNED XPONDER CODE. THE SITE TO BE PHOTOGRAPHED LIES ALONG THE OUTSIDE EDGE OF THE P-40 TFR. CTLR (126.1) INSTRUCTED ME TO STAY WITH THEM WHILE IN THE RESTR SPACE. WE WERE LOST TO THEM ON RADAR DUE TO ALT AND TOLD TO SQUAWK 1200 (WHILE IN RESTR SPACE); WHICH I DID. UPON CLBING BACK TO 2500 FT; I ATTEMPTED TO REGAIN CONTACT AND XPONDER CODE. ON CONTACT I WAS GIVEN XPONDER CODE. I DIALED IT IN AND HEADED ON TOWARDS ANNAPOLIS. SHORTLY AFTER RE-ENTERING THE ADIZ; DCA RADIOED AND ASKED THAT I TELEPHONE FAA ON LNDG. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE CALLBACK FAILED TO REVEAL SUBSTANTIVELY IMPROVED DETAILS. THE RPTR WAS UNABLE TO DEFINE MORE PRECISELY WHAT SORT OF VIOLATION WAS BEING ALLEGED. HE THOUGHT IT WAS THE SIT DURING WHICH HE HAD BEEN REQUESTED TO SQUAWK 1200 IN THE VICINITY OF P40; BUT COULDN'T STATE SO CATEGORICALLY. TOGETHER WE DETERMINED THE MOST LIKELY CAUSE WAS THE FAILURE TO SQUAWK A DISCRETE CODE WHILE IN THE FRINGES OF P40; NOTWITHSTANDING THE CTLR HAD ADVISED HIM TO DO SO. THE RPTR ALSO ADVISED THAT ALTHOUGH HE UTILIZED THE AUTOMATED FSS BRIEFING; HE TENDED TO SCROLL THROUGH THE OPTIONS QUICKLY INASMUCH AS HE WAS ALREADY FAMILIAR WITH MOST OF IT. HE DOES NOT ROUTINELY OPT FOR A LIVE BRIEFING. IN THIS CASE HE AGREED IT MIGHT HAVE BEEN A BETTER OPTION TO DO SO IN ORDER TO DISCUSS HIS PLANNED OP IN SUCH CLOSE PROX TO A PROHIBITED AREA.
