C525 PIC MISINTERPS NCT ALT VERIFICATION CLRNC AS A TURN CLRNC RESULTING IN A TURN BELOW THE MVA OFF THE RWY 28 SFO 8 SID.

Narrative

I DEPARTED SAN FRANCISCO. I WAS CONDUCTING A PART 91 FLT IN CONNECTION WITH MY COMPANY'S BUSINESS. I TOOK OFF ON RWY 28R. MY CLRNC WAS TO SACRAMENTO VIA THE SAN FRANCISCO 8 DEP; MAINTAIN 10000 FT. PRIOR TO TKOF; ALT WAS CHANGED TO 3000 FT. AFTER TKOF; I WAS ASKED TO CONTACT DEP AND WAS GIVEN A R TURN TO 030 DEGS. I CHANGED FREQS; CALLED NORCAL DEP AND CONFIRMED I WAS OUT OF 1400 FT FOR 3000 FT AND IN A R TURN TO 030 DEGS. THIS INSTRUCTION DID NOT APPEAR ABNORMAL IN THAT 10 DAYS PRIOR; I HAD RECEIVED THE SAME R TURN INSTRUCTION ON THIS DEP. ATC TOLD ME THAT I WAS NOT GIVEN A TURN TO 030 DEGS AND WAS TOLD TO TURN L TO 350 DEGS AND TO CLB TO 11000 FT. ATC ASKED ME TO CONTACT THEM WHEN I LANDED. I BELIEVE THAT MY RADIO MALFUNCTIONED ON DEP OR THAT I WAS STEPPED ON BY ANOTHER XMISSION. I HAD A PRIOR PROB WITH THIS RADIO 2 WKS EARLIER; BUT IT WAS INTERMITTENT AND RESUMED NORMAL FUNCTION AFTERWARD AND DID NOT SEEM SERIOUS ENOUGH TO GND THE ACFT. I DID NOT MISS ANY INSTRUCTIONS; HOWEVER; I DID -- OUT OF AN ABUNDANCE OF CAUTION -- CONTACT THE SVC CTR. I SCHEDULED AN APPOINTMENT TO HAVE THE RADIO CHKED. THE RADIO HAD BEEN IN THE ACFT FOR APPROX 35 TROUBLE-FREE HRS. THE INTERMITTENT PROB I EXPERIENCED 2 WKS AGO APPEARED TO BE AN ANOMALY. WHEN THE MISUNDERSTANDING WITH ATC TOOK PLACE; I LANDED AND HAD THE SVC CTR REPLACE THE RADIO. IT IS MY STRONG RECOMMENDATION THAT ATC NOT NOTIFY A PLT WHILE HE IS STILL FLYING THAT UPON LNDG HE SHOULD MAKE A PHONE CALL TO ATC. THIS CAUSES SERIOUS DISTRS AND TAKES A PLT'S ATTN AWAY FROM THE JOB OF AVIATING; NAVING; AND COMMUNICATING. AFTER LNDG THE PLT SHOULD BE NOTIFIED; NOT BEFORE.
