C182 PLT DEPARTS PVT ARPT APPROX 12 MI W OF BWI FOR DMW WHEN UNABLE TO ESTABLISH COM WITH PCT. LAW ENFORCEMENT MEETS PLT FOR AN INTERVIEW.

Narrative

OUR HOMELAND SECURITY ACT HAS ESTABLISHED NEW AVIATION RULES AND REGS. APPARENTLY THERE ARE ABUNDANT FUNDS TO INVESTIGATE UNINTENTIONAL INFRACTIONS; BUT NO FUNDS AVAILABLE FOR AN UPDATED COM SYS TO ASSIST GA PLTS. A TELEPHONE SYS WHICH PUTS GA PLTS IN LINE 'TO BE ANSWERED BY THE NEXT AVAILABLE OPERATOR' SIMILAR TO THE PREFLT WX BRIEFING SYS AND MORE AVAILABLE VHF FREQS TO CONTACT POTOMAC APCH WOULD BE VIABLE SOLUTIONS TO ALLEVIATE UNFORTUNATE AND UNINTENTIONAL INCIDENTS SUCH AS THE ONE I FIND MYSELF FACED WITH. ON A ROUTINE; ROUND TRIP; 20 NM FLT FROM MD46 TO DMW; 2 ADIZ FLT PLANS WERE FILED. WE CONTACTED POTOMAC APCH BY CELL PHONE; RECEIVED OUR CLRNC AND DEPARTED. AN HR LATER; IN PREPARATION FOR THE RETURN FLT; WHILE TRYING TO CONTACT TRACON; WE RECEIVED ONLY BUSY SIGNALS FOR IN EXCESS OF 10 MINS. UNFORTUNATELY; SATURDAY AFTERNOON BECAME A VERY BUSY TIME AND WE WERE NOT ABLE TO MAKE CONTACT. THE BOYS WITH THE BIG XMITTERS CONTINUOUSLY OVERPOWERED US FOR THE ENTIRE 10-MIN FLT TO THE ADIZ. WE PENETRATED THE ADIZ AT 1600 FT MSL FOR 2 1/2 MINS -- THE TIME IT TOOK TO TRAVERSE THE OUTER LIMITS AND LAND AT MD46. WHILE SECURING THE AIRPLANE; A RESIDENT PLT GAVE ME A TELEPHONE NUMBER TO CALL. WHILE TALKING TO TRACON MY CELL PHONE BATTERY WENT S. AN HR OR SO LATER; A HELI LANDED AT MD46 (IN VIOLATION OF LCL ZONING REGS; AND PUTTING OUR SPECIAL EXCEPTION PERMIT IN JEOPARDY). SHORTLY THEREAFTER; 2 CUSTOMS OFFICIALS; ESCORTED BY 2 HOWARD COUNTY POLICEMEN ARRIVED AT MY FRONT DOOR. THEY SPENT ABOUT 45 MINS INTERROGATING ME. I HAVE FLOWN IN AND OUT OF GLEN AIR ARPT (A PVT GRASS FIELD) FOR THE PAST 20 YRS WITHOUT BEING A THREAT TO NATIONAL SECURITY. AS A RETIRED FEDERAL EMPLOYEE; I FEEL COMPELLED TO COMMENT THAT THE GA PLTS IN THIS AREA ARE BEING GNDED AND FORCED TO ENDURE GREAT FINANCIAL HARDSHIPS BY RULES AND REGS THAT PROGRAM US FOR FAILURE AT DEST.
