Synopsis

LCL C206 FERRY FLT IS ADVISED AFTER LNDG EVY OF DC ADIZ VIOLATION.

Narrative

FLT OF 2 AMPHIBIOUS CESSNA'S OPERATING NEAR WASHINGTON DC ADIZ. BOTH PLTS AND ACFT OPERATED IN THE IMMEDIATE NORTHWARD VICINITY OF THE BALTIMORE/WASHINGTON ADIZ 7 DAYS PRIOR AND WERE TOLD DURING THE FSS BRIEFING (DEC/THU/03) 'THAT IF WE REMAINED CLR OF THE CLASS B; THEN WE WOULD REMAIN CLR OF THE ADIZ.' THE FLT ORIGINATED AT STAFFORD (RMN) (OUTSIDE THE ADIZ) AND TERMINATED AT SUMMIT; DE (EVY). A FACE TO FACE FSS BRIEFING WAS OBTAINED THAT MORNING AS THE TEMPORARY FSS SET-UP AT KITTY HAWK; BUT NO UPDATES WERE OBTAINED PRIOR TO THE LAST LEG. THE CURRENT BALTIMORE/WASHINGTON VFR TAC CHART WAS REFED; BUT NO ADIZ WAS DEPICTED OUTSIDE OF CLASS B. NO ADIZ OR TFR WAS POSTED AT THE DEP ARPT LOCATED APPROX 6 NM OUTSIDE OF THE ADIZ. THE FLT WAS ORIGINATED AND FLOWN AT 1200 FT (2300 FT BELOW THE NEAREST CLASS B). EVEN AT THIS ALT; THE FLT PATH WAS SIGNIFICANTLY ALTERED TO REMAIN WELL CLR OF WHAT WE UNDERSTOOD WAS THE ADIZ (THE CLASS B BOUNDARY). FLT PATH TOOK US N OF R-6611A TO AVOID CIRCUMNAVING THE ENTIRE R-6611A; R-6613A COMPLEX AND AT THIS POINT; THE BALTIMORE/WASHINGTON ADIZ WAS INADVERTENTLY PENETRATED. THE PLTS OF BOTH ACFT WERE UNAWARE OF A POTENTIAL AIRSPACE VIOLATION UNTIL ALERTED BY POTOMAC APCH AT THE TERMINAL ARPT. GUARD CHANNEL WAS MONITORED DURING THE MAJORITY OF THE FLT; ALBEIT NOT DURING THE TIME OF THE POTENTIAL VIOLATION. BOTH PLTS WERE EXPERIENCED PROFESSIONAL PLTS AND ONE HAD EXTENSIVE EXPERIENCE OPERATING IN THE BALTIMORE/WASHINGTON VICINITY. NEITHER WERE AWARE THAT THE ADIZ DEPARTED FROM THE CLASS B BOUNDARY; EVEN AFTER CONSULTING THE ADIZ DEPICTION SEVERAL DAYS PRIOR. POSSIBLE CORRECTION COULD RESULT FROM DEPICTION OF ADIZ ON THE CURRENT BALTIMORE/WASHINGTON TAC OR MANDATORY POSTING OF ADIZ IN VICINITY ARPTS.
