Synopsis

CRJ FLT GIVEN DSCNT CLRNC FROM ZBW EXPERIENCED TCASII RA WITH B737 AT 13000 FT.

Narrative

ENRTE FROM ORD-ALB AT 24000 FT; ATC ADVISED US TO TURN 20 DEGS R FOR DSCNT AND TO DSND TO 11000 FT. A COUPLE OF MINS LATER WE WERE ASKED TO CROSS 35 MI SW ALB AT 13000 FT. DSCNT RATE PICKED UP TO 1800 FPM. WHILST DSNDING THROUGH 13500 FT; TARGET ON TCASII APPEARED AND TA 'TFC' SOUNDED. THROUGH 13000 FT; RA SOUNDED ADVISING TO ARREST VERT DSCNT FOLLOWED BY 'CLB.' IMMEDIATE AUTOPLT DISCONNECT AND CAPT PERFORMED A CLB FROM ABOUT 12500 FT. ATC TOLD US TO LEVEL AT 13000 FT; WHICH WE DID. ATC SAID WE SHOULD HAVE LEVELED AT 13000 FT; I TOLD THEM OUR CLRNC WAS TO 11000 FT AND CROSS 35 MI SW ALB AT 13000 FT. DURING THIS TIME AS WE LEVELED AT 13000 FT; I NOTICED A B737 L TO R AHEAD AND LOWER (ABOUT 4 MI AHEAD 1000 FT BY TCASII READOUT). CONDITIONS WERE GOOD VFR AND NO CONFLICT WITH TFC AFTER TCASII ACTION. ON THE GND; CAPT SPOKE TO SUPVR AT ZBW WHO ADVISED US THAT SAME SECTOR MADE A MISTAKE TO OTHER TFC LESS THAN 2 MINS TO OUR INCIDENT. I AM SURE THAT THE TURN 20 DEGS R SHOULD HAVE BEEN 20 DEGS L OR MAINTAIN ORIGINAL HDG WHICH PROBABLY WOULD HAVE HAD US PASS WELL BEHIND CONFLICTING TFC TO THE POINT IT MIGHT NEVER HAVE BEEN SHOWED ON TCASII. NO ADVISORY FROM ATC ABOUT ANY POSSIBLE XING/CONFLICTING TFC WAS EVER GIVEN.
