Synopsis

FLT IN NON COMPLIANCE WITH FLT TIME LIMITATIONS AND REST REQUIREMENTS REG IS DISCOVERED AFTER THE FACT BY AN ACR FO.

Narrative

I FLY AS A FO. MY TRIP WAS CHANGED TWICE IN A 24 HR PERIOD. THE FIRST CHANGE WAS ON JAN/FRI/04 AND THE NEW SCHEDULE ADDED 2 HRS TO MY BLOCK TIME. ON JAN/SAT/04 AT XA10; I WAS TOLD BY MY CAPT THAT I HAD ANOTHER SCHEDULE CHANGE AND WE WERE LEAVING AT XA30 IN 20 MINS. I WENT DIRECTLY TO THE ACFT TO PREFLT; GET READY; AND LEAVE. I WAS RUSHED AND HAD NO TIME TO EVEN CONSIDER MY FLT TIME. IN THE END; I WAS SCHEDULED FOR 8 HRS 45 MINS IN A 24 HR PERIOD AND DUE TO DELAYS; I FLEW A 9 HR 5 MIN BLOCK IN 24 HRS. I DID NOT FEEL TIRED AT ALL AS I HAD COME OFF OF DAYS OFF BEFORE AND GOT ADEQUATE REST ON THE NIGHT OF JAN/FRI/04. HOWEVER; THE REST I HAD ON THE JAN/FRI/04 WAS NOT LONG ENOUGH TO BE 'INTERVENING' REST PER FLAG REQUIREMENTS WHEN SCHEDULED IN EXCESS OF 8 HRS. AT THE END OF THE DAY ON JAN/SAT/04; I REALIZED I HAD FLOWN A LOT. I LOOKED CLOSER AT MY FLT TIMES AND REALIZED I HAD EXCEEDED THE TIME LIMITS. I IMMEDIATELY INFORMED MY CAPT; DISPATCH; AND CREW SCHEDULING AND WAS PUT INTO REST FOR 34 HRS. I BELIEVE MY COMPANY HAS A BIG RESPONSIBILITY IN THIS SIT. I WAS JUST TRYING TO DO THE RIGHT THING WHEN INFORMED ON SHORT NOTICE (20 MINS) OF MY SCHEDULE CHANGE. OUR CREW SCHEDULING COMPUTER SYS WAS NOT FUNCTIONING PROPERLY AND WAS NOT AND HAD NOT BEEN OPERATIONAL. I WAS NOT AWARE OF THIS AND I TRUSTED CREW SCHEDULING TO MONITOR THESE TIMES AND SCHEDULE CHANGES. I WAS NEVER GIVEN AN UPDATED TRIP TO MONITOR THE TIMES AND CHANGES. ADDITIONALLY; WE AS PLTS HAVE NOTHING EXCEPT A PAPER SCHEDULE WE GET WITH THE BIDS AT THE END OF THE PREVIOUS MONTH TO REFER TO THROUGHOUT THE MONTH. CHANGES ARE MADE ON PAPER WITH NO WAY OF CONFIRMING CHANGES. FINALLY; I; OF COURSE; HAVE AN OBLIGATION TO MONITOR MY TIMES AND WILL DO SO MUCH MORE CAREFULLY IN THE FUTURE.
