B767 FLT CREW IS FRUSTRATED WHEN UNABLE TO MAKE TUG DRIVER UNDERSTAND THAT HE HAD JUST ILLEGALLY PUSHED THEM 'INTO' TXWY A; DEVIATING FROM ATC'S PUSHBACK CLRNC AT MMUN; FO.

Narrative

LANGUAGE/COM PROB WITH PUSHBACK (TUG) DRIVER. CLRNC FROM GND; WAS CLRED TO PUSH; 'DO NOT BLOCK TXWY A.' CAPT CLRLY RELAYED THESE INSTRUCTIONS TO PUSHBACK CREW. AS THE PUSHBACK CREW (PBC) CONTINUED THE PUSH INTO AND THEN ONTO TXWY A; THE CAPT CLRLY INFORMED THE PUSHBACK CREW TO STOP THE PUSH AND RETURN TO THE GATE AREA. THE PUSHBACK CREW IGNORED THE CAPT'S INSTRUCTIONS AND CONTINUED UNTIL ACFT WAS COMPLETELY ON TXWY A. THE PUSHBACK CREW THEN INFORMED THE CAPT THAT THE PUSH WAS COMPLETE AND TO SET THE BRAKES. THE CAPT AGAIN INFORMED THE PUSHBACK CREW TO RETURN TO THE GATE AREA AND TO GET US OFF OF TXWY A. THE PUSHBACK CREW THEN PULLED US FORWARD ON TXWY A AND DID NOT TURN TOWARD THE GATE. THE CAPT AGAIN INSTRUCTED THE PUSHBACK CREW TO RETURN TO THE GATE. (DURING THIS TIME; THE FO WAS COMMUNICATING WITH GND ABOUT THE SIT.) GND CTL AT THIS POINT GAVE UP; AND INSTRUCTED US TO START AT OUR PRESENT POS AND TAXI TO RWY 12. THE CAPT INFORMED THE PUSHBACK CREW TO DISCONTINUE THE PUSH; DISCONNECT; ETC; AND THE PUSHBACK CREW RESPONDED AND COMPLIED. MY ASSESSMENT IS THAT THE PUSHBACK CREW EITHER IGNORED THE INSTRUCTIONS; OR DID NOT UNDERSTAND ENGLISH WELL ENOUGH TO COMPLY WITH THEM. HEADPHONES WERE USED BY THE PUSHBACK CREW AND OPERATED NORMALLY AS FAR AS WE COULD TELL.
