PHL CTLR EXPERIENCED OPERROR WHEN DATA BLOCK INFO IS NOT DISPLAYED AND CONFLICTING INSTRUCTIONS ARE ISSUED AT 7000 FT; RESULTING IN A LOSS OF SEPARATION BTWN AN ENRTE BE58 AND A DSNDING CARJ.
I WAS WORKING A BE58 WBOUND CLBING TO 8000 FT. THE PREVIOUS CTLR HAD POINTED HIM OUT TO ANOTHER SECTOR; BUT ON ISSUING AN IFR CLRNC TO THE BE58; ITS TAG DROPPED ONTO ANOTHER CTLR'S SCOPE. HE THEN DSNDED THE REGIONAL JET INBOUND TO PHL. THE CONFLICT ALERT NEVER WENT OFF. SUPPLEMENTAL INFO FROM ACN 615215: VFR ACFT POINTED OUT APPROX 10 MI NW OF ARD VOR; FULL DATA BLOCK DISPLAYED. CTLR REQUESTED CLB; DIRECT PTW; MAKE ACFT IFR; POINTOUT APPROVED. CRJ ACCEPTED FROM ZNY INBOUND TO SPUDS. I INSTRUCTED THE CRJ TO DEPART SPUDS HDG 210 DEGS; DSND TO 9000 FT. AT SPUDS; ENTERING MY AIRSPACE; I INSTRUCTED CRJ TO DSND TO 7000 FT. NO CONFLICTING FULL DATA BLOCK WAS OBSERVED. DATA BLOCK ON BE58 HAD REVERTED TO LIMITED DATA BLOCK. A FEW MINS LATER CTLR TURNED CRJ L. I INITIALLY OBSERVED NO CONFLICTING TFC. I THEN NOTICED LIMITED DATA TAG AT 7000 FT WBOUND APPROX 5 NM AHEAD OF CRJ AT 7000 FT. CRJ TURNED TO 140 DEG HDG; DSNDED TO 6000 FT TO PASS BEHIND BE58. CRJ ADVISED OF AN 'RA' AND WAS DSNDING. NO CONFLICT ALERT HAD SOUNDED.
