PA24 PLT OBTAINS ADIZ CLRNC FROM NYG MILFAC; BUT IS 'TERMINATED' WITH A FREQ CHANGE AND TOLD TO REMAIN OUTSIDE CLASS B AND CLASS D AIRSPACE ENRTE TO W29. SUBSEQUENT REQUESTS TO PCT FREQS GO UNANSWERED OR ALSO DIRECTED TO REMAIN OUTSIDE CLASS B WITH NO TA'S.
CALLED FSS AND FILED ADIZ FLT PLAN APPROX XA15. ENTERED POINT BRV VOR TO W29. CALLED SHENENDOAH (POTOMAC) AND RECEIVED A DISCRETE SQUAWK CODE AND ATC FREQ 127.05 (QUANTICO APCH). DEPARTED AND NEAR BRV VOR AT 2500 FT CALLED QUANTICO (127.05) FOR PERMISSION INTO THE ADIZ. RECEIVED ADIZ CLRNC. APPROX 5 MINS LATER (I WAS NOW INSIDE ADIZ); I WAS TOLD TO STAY OUT OF CLASS B AND CLASS D AIRSPACE AND CLRED TO CHANGE COM FREQ AND GOOD-BYE. I CHALLENGED CLRNC 3 TIMES SINCE I WAS IN ADIZ. THEY REFUSED HELP ON HDOF! CONTACTED DCA ON 118.92 FOR HELP. THEY REPLIED STAY CLR OF CLASS B AND CLASS D AIRSPACE AND GOOD-BYE. CONTINUED ON TO W29. CALLED ANDREWS 119.3 FOR CLASS B CLRNC. TOLD TO STAND BY. BY THE TIME THEY GOT BACK TO ME; I HAD TO DSND TO AVOID CLASS B AIRSPACE. ALSO SAW MIL TANKER ON CONVERGING COURSE. DEVIATED TO R. SINCE THEY WERE NOT CTLING OR TALKING TO ME; THEY COULD NOT EVEN CALL OUT TFC. CONTINUED TO W29 (BAY BRIDGE) AND LANDED WITHOUT INCIDENT. I HAVE FLOWN THIS RTE AT LEAST 50 TIMES ROUND TRIP SINCE SEP/TUE AND HAVE NOT HAD THIS HAPPEN BEFORE. I CHKED WX AND NOTAMS AND NO CHANGE IN ADIZ PROCS WERE TOLD TO ME. THIS IS A FLT SAFETY ISSUE AND INCONSISTENT. I WAS HANDLED CORRECTLY EARLIER IN THE DAY. THIS IS AN ACCIDENT OR VIOLATION OF AN INNOCENT PLT WAITING TO HAPPEN.CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ALLEGED THAT THIS WAS THE FIRST TIME A CLRNC RTE WAS NOT ACKNOWLEDGED. RPTR'S CONCERN WAS THAT NOT BEING 'CLRED' BY ATC WOULD RESULT IN AN AIR INTERCEPT. RPTR ALLEGED THAT AT OTHER TIMES ENRTE TO W29; PCT WOULD ISSUE CTL TURNS AWAY FROM THE ADW APCH CORRIDOR DUE TO LNDG TFC WITH SUBSEQUENT 'RESUME NAV' FROM THE CTLR. HAVING TO TAKE RPTR'S OWN CONFLICT RESOLUTION WAS ALSO A CONCERN THAT 'HE WAS DOING IT RIGHT.' RPTR ADVISED THAT A RECENT FLT INTO AND OUT OF W29 INCLUDED RADAR TA'S.
