Synopsis

B737 CREW LNDG EWR ON ROLLOUT RWY 04L; HEAR TWR CLEAR TFC FOR TKOF ON XING RWY 11; USE HARD BRAKING TO HOLD SHORT OF RWY 11.

Narrative

EWR WAS USING RWY 04L FOR LNDG AND TKOFS (RWY 04R CLOSED). LNDG TFC WAS LIGHT; BUT ACFT WERE LINED UP FOR TKOF. WE WERE A HEAVY -900 (145;000 LBS); FLAPS 40; AUTOBRAKE 1; WITH A 9 KT TAILWIND. WE WERE CLRED TO LAND; TOUCHED DOWN 1500 FT FROM THRESHOLD ON SPEED. FO HEARD TWR CLEAR AN ACFT Y JET FOR TKOF ON RWY 11. I WAS DECELERATING THE ACFT; BUT WERE TOO FAST FOR A SAFE TURNOFF AT TXWY W (LAST EXIT BEFORE RWY 11). TWR SAID TO EXIT AT W WHEN WE WERE PASSING W. THE FO DID NOT ANSWER TWR; BUT TOLD ME SOMEONE WAS TAKING OFF ON RWY 11. I LOOKED L AND SAW AN RJ ON ITS TKOF ROLL AND BRAKED HARD TO STOP AT THE RWY 11 HOLD LINE. FO THEN TOLD TWR THAT WE COULDN'T MAKE W BUT WERE HOLDING SHORT OF RWY 11. EWR TWR NEVER SAID TO HOLD SHORT OF RWY 11 NOR DID THEY EVEN ADVISE US OF XING DEP TFC ON SHORT FINAL! IF FO HAD NOT ADVISED ME OF THE TKOF TFC; THERE WOULD HAVE BEEN A COLLISION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID AFTER HARD BRAKING AND STOPPING AT THE HOLD LINE; THE DEP ACFT; AN E145 ACFT; PASSED THE INTXN AIRBORNE. HE SAID THE LCL CTLR THEN INSTRUCTED THEM TO TAXI VIA RWY 29 TO TXWY R AND CONTACT GND CTL. HE SAID THERE WAS NO MENTION OF THE INCIDENT BY THE CTLRS AND HE DID NOT MAKE ANY CALLS TO THE TWR.
