LOW TIME C172 PVT PLT ENTERS THE TFR AIRSPACE NEAR YANKEE STADIUM DURING A VFR PLEASURE FLT NEAR DUSK 5 MI E OF TEB; NJ.

Narrative

I DEPARTED TEB FOR A SHORT LCL FLT (LESS THAN 1 HR) AROUND THE STATUE OF LIBERTY AND FLEW OVER THE HUDSON RIVER. AS PART OF MY PREFLT; I USED A GA FLT PLANNER AND CHKED FOR TFR'S AROUND THE AREA. UNSURE ABOUT STADIUM RELATED FLT RESTRS; I ASKED IN MY FLT SCHOOL AT MY ARR TO THE ARPT; BUT WAS TOLD THAT NO TFR WAS IN EFFECT. I CHKED TEB AND LGA ATIS FOR NOTAMS BUT NONE WERE RELATED TO YANKEE STADIUM. I PROCEEDED TOWARDS THE STATUE OF LIBERTY AND THEN NBOUND TOWARDS GEORGE WASHINGTON BRIDGE OVER THE HUDSON RIVER BELOW 1000 FT MSL. SHORTLY BEFORE THE BRIDGE; I WAS ABLE TO SEE THE STADIUM AND SAW THE LIGHTS ON. 1 NM N OF THE BRIDGE; I CONTACTED TEB AND RETURNED TO LAND. GND REQUESTED ME TO CALL THE LGA TWR; AND WAS INFORMED OF MY INTRUSION INTO A TFR. BEFORE THIS INCIDENT; I THOUGHT THAT A STADIUM RELATED RESTR REQUIRED THE FAA TO ISSUE A TFR; AND EXPECTED TO FIND IT IN THE FLT PLANNER. I NOW RESEARCHED MORE ABOUT IT; AND LEARNED ABOUT BLANKET NOTAMS AND MODE OF OP. FSS'S BRIEFINGS NEVER SPECIFY IF THE YANKEE STADIUM TFR IS ACTIVE. I NOW KNOW THAT IT IS BETTER TO CALL ON THE PHONE TO LGA TWR TO MAKE SURE ABOUT TFR'S IN EFFECT; AND RECONFIRM WHILE ON THE AIR WITH NEW YORK APCH. IT'S VERY DIFFICULT TO KNOW WHICH STADIUMS HAVE MORE THAN 30000 SEATS IN UNITED STATES OF AMERICA AND THEIR LOCATION. I WOULD LIKE TO SUGGEST THAT NOTAMS 3/1862 SHOULD BE CONVERTED INTO PERMANENT TFR; SO THAT ALL PLANNING SOFTWARE THAT DOWNLOAD TFR INFO FROM FAA SERVER WILL SHOW SUCH RESTRS; AND PROVIDE THE BEST FREQS/PHONE NUMBERS TO USE FOR VERIFICATION PURPOSES.
