FSM CTLR FAILS TO OBSERVE DEVELOPING CONFLICT DURING RELIEF BRIEFING AND EXPERIENCED OPERROR.
RESTR AREA R-2402 AND THE HOG MOA'S WERE IN USE WHICH BLOCKS ALMOST 1/3 OF THE AIRSPACE FOR MY SECTOR. THE MIL C130 WAS WBOUND FROM LIT ENRTE TO THE OUTER COMPASS LOCATOR FOR HOLDING PRACTICE AT 6000 FT MSL. THE RV-6 WAS NBOUND AT 6000 FT MSL TRANSITING MY SECTOR LNDG IN THE SECTOR JUST N. THE LOA WITH THE ENRTE CTR SURROUNDING MY FACILITY STATES THAT ARRIVING ACFT WILL BE DSNDING TO 6000 FT. THE RV-6 RPTED ON FREQ AT 7000 FT DSNDING TO 6000 FT. THE C-130 PASSED THE HOLDING FIX WBOUND FOR A TEARDROP ENTRY. THE RV-6 WAS APPROX 10 MI SE OF THE C-130 JUST SE OF THE HOLDING FIX. I WAS ABOUT TO BE RELIEVED BY ANOTHER CTLR AND HAD STARTED THE POS RELIEF BRIEFING PROCESS. I DIVERTED MY ATTN FROM THE RADAR SCOPE TO USE THE POS RELIEF CHKLIST. I FOLLOWED THE CHKLIST BUT I DID NOT CONTINUE TO SCAN THE RADAR SCOPE FOR DEVELOPING SITS. AS WE CAME TO THE LAST ITEM ON THE CHKLIST; WHICH IS TFC; THE RELIEVING CTLR DREW MY ATTN TO THE 2 CONVERGING ACFT AT 6000 FT. I ISSUED A R TURN TO THE RV-6 AND AN IMMEDIATE L TURN TO THE C-130 BUT SEPARATION WAS LOST. THE CLOSEST PROX WAS 2.66 MI AT THE SAME ALT. MY FAILURE TO INCLUDE THE CHKLIST INTO MY RADAR POS SCAN AS OPPOSED TO DIVERTING ATTN SOLELY TO THE CHKLIST ITSELF IS THE PRIMARY CAUSE OF THIS ERROR. IN ADDITION; I DID NOT UPDATE THE FLT PROGRESS STRIPS WITH THE ALTS OF THE ACFT. THIS COULD HAVE DRAWN MY ATTN TO THE FACT THAT I HAD 2 ACFT AT 6000 FT CONVERGING. I WILL BE MUCH MORE VIGILANT ABOUT UPDATING INFO ON THE FLT PROGRESS STRIPS AND I WILL CONTINUE TO SCAN THE ENTIRE POS UNTIL THE POS RELIEF PROCESS HAS BEEN COMPLETED.
