A B747 FLT CREW DECLARE AN EMER SO THAT THEY CAN DEVIATE FOR WX AFTER NO SUCCESS WITH BERLIN CTL.

Narrative

CLBING OUT OF ZZZZ; WE WERE CLRED TO FL210 AND WERE IN THE CLOUDS. WE WERE CLRED DIRECT TO TIPAM INTXN AND TOLD TO CONTACT CTR. JUST AS WE MADE THE CHANGE; WE CAME OUT OF THE CLOUDS AND VISUALLY SAW A BUILDUP TO FL250 IN FRONT OF US; WE WERE ON A HDG OF 090 DEGS. THE FO WANTED TO GO THE R AROUND THE WX. I CHKED IN WITH CTR AND TOLD THEM WE WANTED TO TURN TO A HDG OF 120 DEGS FOR WX. THE REPLY WAS; 'I HAVE TO COORD -- STANDBY.' WE WAITED AS LONG AS POSSIBLE AND THEN I TOLD THE FO TO START THE TURN. I THEN CALLED CTR AND SAID; 'ACR X DECLARING AN EMER AND TURNING TO A HDG OF 120 DEGS.' THE REPLY; 'ACFT WITH EMER SAY AGAIN.' I SAID; 'ACR X HAS STARTED A TURN TO 120 DEGS TO AVOID WX.' THE REPLY; 'HOW LONG DO YOU NEED THIS HDG?' I SAID '3-4 MINS.' WE CLRED THE WX AND TURNED SLOWLY TOWARD TIPAM. THERE WAS SOME MORE WX SO WE ASKED FOR DIRECT TO ROKUM TO AVOID WX. THE REPLY WAS; 'UNABLE DUE TO MIL AIRSPACE.' WE SLOWLY TURNED TOWARDS TIPAM. GOING IN BTWN THE WX BUT STAYED A LITTLE S OF TRACK. CTR GAVE US AN IMMEDIATE TURN TO 040 DEGS TO AVOID MIL AIRSPACE AND WE COMPLIED. HE THEN CLRED US ON COURSE AND WE COMPLIED. HE THEN CLRED US ON COURSE AND WE CONTINUED TO ZZZ1 WITHOUT FURTHER INCIDENT.
