Synopsis

AFTER A BIRD STRIKE CREATED THE NEED FOR A RETURN AND LAND; A CRJ200 FLT CREW ABORTS THE SUBSEQUENT TKOF DURING A MAINT FERRY FLT WHEN AN UNEXPECTED INSTRUMENTATION PROB ARISES ON THE TKOF ROLL AT SAT.

Narrative

DUE TO A BIRD STRIKE ON TKOF; FLT RETURNED TO SAT. IT WAS DETERMINED THAT THE DAMAGE TO A PITOT TUBE WAS SUCH THAT THE ACFT WOULD HAVE TO FERRY TO A MAINT BASE. LCL MAINT CTL IN SAT PREPARED THE ACFT FOR THE FERRY FLT. I WAS GIVEN THE FERRY FLIGHT PERMIT BY MAINT CTL WITH THE ONLY RESTR BEING THAT ONE OF THE PITOT TUBES WAS DAMAGED AND UNUSABLE. I INQUIRED WITH MAINT CTL ABOUT ANY ICING RESTRS AND WAS TOLD THERE WERE NONE. I PLANNED THE FUEL LOAD AND ROUTING FOR THE FERRY FLT AND TYPED ALL THE INFO FROM THE FERRY PERMIT ONTO THE PART 91 FLT RELEASE AND SENT IT ELECTRONICALLY TO THE WAITING CREW. THE FERRY FLT WOULD OPERATE AS FLT ABC. THE PIC TELEPHONED ME TO GO OVER THE INFO. WE DISCUSSED ANY ICING RESTRS WHICH I TOLD HIM I CHKED WITH MAINT CTL AND THERE WERE NONE AND; FURTHERMORE; THERE WERE NO FORECASTED ICING CONDITIONS ENRTE OR INTO BTR. WITH ALL ISSUES ADDRESSED THE PIC SAID HE'D BE ON THE WAY. APPROX 30 MINS LATER SAT STATION CALLED TO INFORM ME THAT THE MAINT CTL FERRY HAD ABORTED TKOF WITH THE PIC RPTING THAT PROBS WITH THE INSTS WAS THE CAUSE. I INFORMED THE MAINT CTLR WHO HAD PROVIDED THE FERRY PERMIT OF THE ABORTED TKOF. THE MAINT CTLR MENTIONED SOMETHING ABOUT USING STANDBY INSTS OF WHICH I HAD NO KNOWLEDGE AS THE FERRY FLT PERMIT HAD NOT CONTAINED ANY INFO ON HAVING TO USE STANDBY INSTS. THE PIC PHONED THE MAINT CTLR BUT I PERSONALLY DID NOT SPEAK TO HIM AGAIN. IT WAS DECIDED THAT THE FERRY FLT WOULD BE RESCHEDULED FOR THE NEXT MORNING.
