A TXWY PARALLEL TO RWY 01L/19R AT FAI WAS RECONSTRUCTED AND HAS RECENTLY BEEN PUT BACK INTO SERVICE. IT HAS ADDITIONAL HOLD LINES THAT ARE CONFUSING TO BOTH PLTS AND CTLRS.

Narrative

FOLLOWING NEW TXWY CONSTRUCTION; ADDITIONAL RWY HOLD SHORT LINES WERE PLACED ON THE PARALLEL TXWY 'A.' NEITHER ATC OR LOCAL OPERATORS HAVE BEEN BRIEFED ON THESE LINES. THIS CAUSES CONFUSION FOR ALL CONCERNED. ATC INSTRUCTS PLTS TO DISREGARD THESE NEW HOLD LINES AND HOLD SHORT AT THE NORMAL LINES. THIS IS NECESSARY TO THE MOVEMENT OF TFC; BUT IS TRAINING PLTS TO IGNORE HOLD SHORT LINES. SUPPLEMENTAL INFO FROM ACN 635429: THE LIGHTS ON THE TXWY HAVE BEEN IN PLACE; BUT I HAVE NOT BEEN TOLD WHAT THEY ARE FOR. IF THE LIGHTS ARE NOT IN USE THEY NEED TO TURN THEM OFF. IF THEY ARE IN USE; WE NEED TO BE TRAINED ON THE USE OF THE LIGHTS. I HAVE HEARD RUMOR THAT THEY WILL BE USED FOR IMC CONDITIONS AND FOR B757 AND LARGER. SUPPLEMENTAL INFO FROM ACN 635430: ARPT CONSTRUCTION COMPLETED IN EARLY OCTOBER LEFT US WITH SOME NEW HOLD LINES ON TXWY ALPHA. THE NEW HOLD LINES ARE IN ADDITION TO THE OLD LINES; AND WE ARE NOT SURE WHAT THEIR PURPOSE IS. THE CTLRS AND PLTS HAVE NOT BEEN BRIEFED ON THESE NEW MARKINGS. THE TWR GETS CALLS ON A DAILY BASIS AS TO THE PROPER USE OF THIS NEW HOLD AREA. SUPPLEMENTAL INFO FROM ACN 635431: NEW HOLD LINES ON N AND S ENDS OF TXWY 'A' THAT WE HAVE NOT BEEN BRIEFED ON. AND PLTS ARE CONFUSED AND ASK ABOUT; WITH WHICH WE CANNOT RESPOND. SUPPLEMENTAL INFO FROM ACN 635432: SEVERAL WEEKS AGO; NEW LIGHTED HOLD LINES APPEARED ON TXWY A. BRIEFINGS TO CTLRS HAVE NOT BEEN ACCOMPLISHED; SO WE DON'T KNOW WHAT THEY ARE PROTECTING FROM. THEY ARE NOT THE RWY HOLD SHORT LINES; THOSE ARE STILL IN PLACE. PLTS ASK DAILY WHAT THEY ARE FOR AND IF THEY NEED TO HOLD AT THEM. WE DON'T HAVE THE ANSWER FOR THEM. WITH PLTS NOT KNOWING WHETHER TO HOLD SHORT OR NOT; THE POTENTIAL FOR ERRORS OUT OF CONFUSION COULD RESULT. IS IT A VIOLATION FOR A PLT TO CROSS THESE LINES? I DON'T KNOW. THIS ISSUE NEEDS RESOLUTION IMMEDIATELY! PLTS HAVE ALSO STATED THAT THE MARKINGS ARE NON-STANDARD FROM ALL OTHER ARPTS. SUPPLEMENTAL INFO FROM ACN 635433: NEW RWY HOLD LINES INSTALLED AFTER TXWY CONSTRUCTION. NO BRIEFING OR INSTRUCTION FROM ARPT OR FAA PERSONNEL ON PURPOSE OF HOLD LINES OR WHAT EFFECT HOLD LINES HAVE ON OPS. MULTIPLE QUERIES FROM PLTS ABOUT PURPOSE OF HOLD LINES OVER A THREE WEEK PERIOD SINCE INSTALLATION. SUPPLEMENTAL INFO FROM ACN 635434: AT FAI THE ARPT HAS PAINTED AN ADDITIONAL SET OF HOLD LINES ON TXWY ALPHA. THIS HAS CAUSED CONFUSION FOR THE PLTS AND CTLRS. NO ATC PERSONNEL HAVE BEEN BRIEFED. SUPPLEMENTAL INFO FROM ACN 635435: CONTINUALLY QUESTIONED ABOUT A SECOND SET OF HOLD SHORT LINES AT THE N AND S END OF TXWY ALPHA. WE HAVE NOT BEEN BRIEFED OR TRAINED ON THE ISSUE. RUMOR HAS IT THEY ARE FOR B757 AND ABOVE FOR CAT II OR III. BUT SO FAR IT IS JUST THAT; RUMOR. SUPPLEMENTAL INFO FROM ACN 635436: ACFT CONSTANTLY HAVE BEEN ASKING ABOUT HOLD LINES THAT THE CTLRS HAVE NOT BEEN BRIEFED/TRAINED ON. THE QUESTION HAS BEEN BROUGHT TO MANAGEMENT'S ATTENTION; AND STILL NO TRAINING IS GIVEN. CALLBACK CONVERSATION WITH RPTR ACN 635558 REVEALED THE FOLLOWING INFO: RPTR STATED THE NEWLY CONSTRUCTED PARALLEL TXWY HAS ONLY BEEN OPEN APPROX TWO MONTHS. HE SAID THE NEW HOLD LINE MARKINGS HAVE FLASHING LIGHTS AND THAT THEIR USE HAS NOT BEEN EXPLAINED TO THE CTLRS. THE RPTR DID NOT KNOW IF STANDARD ILS HOLD LINES EXISTED ON THE NEW SURFACE OR WHERE THEY MIGHT BE LOCATED. ABOUT THE FLASHING LIGHTS; THE RPTR SAID HE WAS ADVISED BY HIS SUPERVISOR TO PRETEND THEY ARE NOT THERE. RPTR WOULD LIKE MANAGEMENT TO PROVIDE SOME INFO ON THE MARKINGS. AND IF THE FLASHING LIGHTS ARE GOING TO BE CTLED BY THE TWR; HE SAID THE CTLRS WOULD LIKE TO RECEIVE TRAINING ON THE EQUIP FIRST. HE ADMITTED IT MAY BE A LITTLE PREMATURE TO START SOME TYPE OF TRAINING.
