A B767-300 ENG FAILED ON CLBOUT. AN EMER WAS DECLARED WITH A RETURN TO THE DEP ARPT. AN UNSUCCESSFUL FUEL DUMP WAS ATTEMPTED.
FLT PUSHED BACK FROM THE GATE ON TIME; ENGS STARTED AND TAXIED TO RWY. AFTER THE APPROPRIATE WARM-UP TIME; A MAX PWR TKOF WAS ACCOMPLISHED FROM INTXN. TKOF AND CLBOUT WERE NORMAL. THE SKY WAS CLR AND NEITHER THE ENG NOR WING ANTI-ICE WAS USED. THE FUEL WAS FEEDING FROM THE CTR WING TANK AND THE XFEED VALVES WERE CLOSED. A NORMAL CLB PROFILE WAS FOLLOWED WITH THE CAPT FLYING THE ACFT. CLBING OUT OF FL220; THE L ENG FLAMED OUT. ATC WAS NOTIFIED AND A LEVELOFF WAS REQUESTED AND A TURN BACK TO ZZZ. AN EMER WAS DECLARED. IN THE TURN; A DSCNT WAS INITIATED AND AN EVALUATION OF THE ENG ACCOMPLISHED. THE ENG WAS TURNING WITH HIGH EGT. THE ENG SHUTDOWN CHKLIST WAS FOLLOWED AND A CALL PLACED TO DISPATCH. THE FLT ATTENDANTS WERE ALSO NOTIFIED AND ASKED TO VISUALLY CHK THE L ENG. A CABIN ADVISORY WAS GIVEN TO THE FLT ATTENDANTS. NO DAMAGE TO THE ENG WAS NOTED. THE CHKLIST ALLOWED A RELIGHT; BUT THE RELIGHT ATTEMPT WAS UNSUCCESSFUL. COORD FOR A FUEL DUMP WITH ATC WAS ACCOMPLISHED. THE FUEL DUMP SYS DID NOT WORK. AT THIS TIME; IT WAS ALSO NOTED THAT THE L HYD SYS HAD DROPPED TO ZERO. A STRAIGHT-IN APCH AND UNEVENTFUL OVERWT LNDG WAS MADE. THE BRAKES OVERHEATED AFTER LNDG. AFTER A COOLING PERIOD; THE ACFT WAS TAXIED TO THE GATE UNDER ITS OWN PWR. MAINT WAS DEBRIEFED.
